<br />. <br /> <br />14. "Floodplain management regulations" mean <br />zoning ordinances. sUbdivision regulations. <br />building codes. health regulations. special <br />purpose ordinances (such as a floodplain <br />ordinance. grading ordinance. or erosion <br />control ordinance) and other applications of <br />pOlice power. The term describes such state <br />or local regulations. in any combination <br />thereof. which provide standards for the <br />purpose of flood damage prevention and <br />reduction. <br /> <br />. <br /> <br />15. "Flooded area map" means a drawing which <br />shows in plan view the horizontal boundary of <br />floods of various magnitudes or frequencies. <br />Such maps include. but are not limited to. <br />Flood Hazard Boundary Maps (FHBM) and Flood <br />Insurance Rate Maps (FIRM) published by FEMA. <br />Floodprone Area Maps published by the U.S. <br />Geological Survey (USGS). Flooded Area Maps <br />published by the Corps of Engineers (COE). <br />Flood Hazard Area Maps published by the U.S. <br />Soil Conservation Service (SCS). Flooded Area <br />Maps published by the Board. and Flood Hazard <br />Area Delineations (FHAD) published by the <br />Urban Drainage and Flood Control District <br />( UD&FCD) . <br /> <br />16. "Foreseeable development" means the <br />potential future development of. or changes <br />in. the land uses that are likely to take <br />place during the period of time covered by a <br />communi ty I S adopted master land use plan. or <br />over a 20-year period. whichever is longer. <br /> <br />17. "Freeboard" means the vertical distance in <br />feet above a predicted water surface elevation <br />which is intended to provide a margin of <br />safety to compensate for the many unknown <br />factors that could contribute to flood heights <br />greater than the height calculated for a <br />selected size flood such as wave action. <br />bridge openings. and the hydrological effect <br />of urbanization of the watershed. <br /> <br />18. "HEC-2" means the most recently revised <br />version of the computer program developed by <br />the U.S. Army Corps of Engineer's (COE) <br />Hydraulic Engineering Center (HEC) for <br />calculating flood water surface elevations. <br /> <br />. <br /> <br />-5- <br />
