<br />8. "Detailed floodplain information" means <br />floodplain information prepared utilizing tt <br />topographic base mapping, hydrologic analysis, <br />and hydraulic calculations to arrive at <br />precise water surface profiles and floodplain <br />delineations suitable for making land use <br />decisions under statutorily authorized zoning <br />powers. <br /> <br />9. <br /> <br />"Development" means any man-made <br />improved or unimproved real estate, <br />but not limited to, buildings <br />structures, and mining, dredging, <br />grading, paving, excavating or <br />operations. <br /> <br />change to <br />including, <br />or other <br />filling, <br />drilling <br /> <br />10. "FEMA" means the <br />Management Agency. <br /> <br />Federal <br /> <br />Emergency <br /> <br />11. "Flood" or "Flooding" means a general and <br />temporary condition of partial or complete <br />inundation of normally dry land areas from: <br /> <br />a. The overflow of water from channels and <br />reservoir spillways. <br /> <br />b. The unusual and. rapid accumulation or . <br />runoff of surface waters from any source. <br /> <br />c. Mudslides (i.e., mudflows) which are <br />proximately caused by flooding as defined <br />in paragraph b of this definition and <br />which are sUfficiently fluid so as to flow <br />on and over the surface of normally dry <br />land areas, as when earth is carried by a <br />current of water and deposited along the <br />path of the current. <br /> <br />12. <br /> <br />"Floodplain" means <br />susceptible to being <br />the occurrence of a <br />of land over which <br />from the spillway of <br /> <br />the area of land <br />inundated as a result of <br />flood including the area <br />flood water would flow <br />a reservoir. <br /> <br />13.
