.

This $80,000 project involves the rehabilitation of a number of hydraulic structures and various piping along the
South Side Ditch. The overall ditch is approximately 11 miles long and its headgate is located on the South Platte
River. The pipe section within the ditch was originally designed by Landmark Engineering, Loveland, Colorado
and was bid out in November of 2005. Given the high costs of the bids received, the designed pipe section
alternative to control seepage was changed to a liner. A 400-ft section of the ditch lining project was completed ill
February of 2005. The Company has a remaining 800-ft section of ditch to line and a number of small concrete
diversion structures to replace.

25. Dolores Water Conservancv District - Dove Creek Secondary Water SUDPlv Svstem

Authorization: Construction Fund
Water Source: San Juan/Dolores
Terms of Loan: $883.304@ 3.00% for 10-years

County: Dolores
Project Yield: 300 acre-feet
Project Type: Dual Water System

.

Residents of the Town of Dove Creek currently use existing treated water supply for outside irrigation. DWCD
has been working with the Town, and the Town's Secondary Water Supply Committee, to provide a more cost
effective raw water supply for outside irrigation. Currently the cost of treated outside irrigation water for Town
residents is $2.40 to $3.00 per thousand gallons. Through a Franchise Agreement, DWCD will make available up
300 acre-feet of its municipal and industrial (M & 1) water to meet the needs of the Town, and will construct and
operate a secondary water delivery system. The system will include a new pumping plant to deliver up to 2 cfs, a 5
to 10 acre-foot terminal storage reservoir, 32,000 feet of delivery pipeline (10"-8660 feet, 8"-7480 feet, 6"- 16,480
feet) and 307 individual taps with water meters (% to I-inch capacity) for supplying up to 10 gallons per minute per
household. With the new systems outside irrigation can be provided at about $1.26 per 1000 gallons, including
annual operation and maintenance. The project will be paid for by tap fees, and a total of 307 taps are required to
generate enough revenue to fully repay the project cost. The project is being constructed in-kind by the Dolores
Water Conservancy District and is currently under construction. The project is anticipated to be complete by fall
of2005.

26. Little Thompson/Central Weld Water Districts - Reservoir Construction

Authorization: Severance Tax Perpetual Account
Water Source: South Platte
Terms of Loan: $7,875,000 @4.05% for 20-years

County: Larimer
Project Yield: 5,200 acre-feet
Project Type: Reservoir Construction

The Little Thompson Water District and the Central Weld County Water Districts have a 50/50 partnership to
construct, own and operate a new reservoir (Dry Creek Reservoir). The proposed project, located approximately 2
miles southeast of Carter Lake would include construction of a 5,200 acre-foot reservoir, including a 40-foot high
earthen dam with an emergency spillway and outlet works. Construction will also include converting an existing
20-inch treated line to a raw water delivery line that will connect from the Filter Plant at Carter Lake to the new
reservoir and the construction of a 5000 GPM pump station. This $10,500,000 project is currently under design
and in the process of obtaining necessary permits and approvals. Project construction may be spring of 2005/06
depending on level of EP A requirements and approvals. Final design plans were submitted to the SEa Office in
January of 2005.

27.
