. The Smart Brothers is a family owned and operated farm and custom cattle feeding operation located
approximately 2 miles southwest of Atwood, consisting of 1,250 acres of irrigated farm ground and 5,000 head
feeding operation, with plans to expand to 8,000 head. The farm has 9 tributary wells and 3 commercial wells.
The proposed project will add a recharge well at the river, 13,000-ft of 18-inch PVC pipeline, and various recharge
ponds. 4 existing wells will be tied into the new water line to allow water to be pumped back to the river. The
proposed augmentation plan will offset the depletions from 12 existing wells, which is currently being augmented
by the Logan Well Users. The project has been recently completed and is scheduled for substantial completion in
April of 2005.

4. The current drought
conditions have brought to the foreground the difficulty of providing augmentation for well users. The
Stromberger's project will provide its own augmentation water to protect itself against possible curtailment by
GASP. Construction activities include drilling 6 wells to pump water to a series of constructed recharge ponds
have been completed. The Stromberger's will be requesting additional funds to cover cost overruns the occurred
during construction at the upcoming May, 2005 Board Meeting.
