<br />. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />PRESP purposes, the agencies or entitit;s benefiting expect to bear an appropriate share of <br />the expenses. <br /> <br />The CWCB is expected to take the lead role in financing, developing and <br />operating the Tamarack Plan facilities, particularly if those facilities are located on <br />private lands. In doing so, we will coordinate closely with the State Engineer, DOW, and <br />interested water users, including the South Platte Lower River Group (SPLRG), the <br />Groundwater Appropriators of the South Platte (GASP), the Lower South Platte Water <br />Conservancy District, and the Northern Colorado Water Conservancy District. There <br />may be some portions of the Plan that take advantage of privately owned facilities with <br />excess recharge capacity. <br /> <br />In addition to the responsibilities listed above, we could participate in the <br />Tamarack Plan in the following ways: <br /> <br />I. Acquire and hold interests in lands to be used for Tamarack facilities located <br />outside the state wildlife areas. Costs incurred in implementing the Tamarack Plan <br />would be credited to Colorado under the Cooperative Agreement and PRESP. <br /> <br />2. Coordinate with the Colorado Division of Wildlife and water users on the design <br />of Tamarack Plan facilities. These facilities will be used to meet Colorado's <br />commitment to the PRESP to mitigate existing depletions. Additionally, they may re- <br />regulate flows to mitigate new depletions and to serve other wildlife and water <br />administration purposes. The CWCB, DOW, State Engineer, and interested water <br />users are likely to playa role in designing and operating the facilities to satisfy the <br />state's recovery program commitments and to provide multiple benefits to Colorado. <br /> <br />3. Coordinate construction of Tamarack Plan facilities located outside the state <br />wildlife areas and hold the water rights for those facilities. <br /> <br />4. Operate and maintain Tamarack Plan facilities located outside the state wildlife <br />areas. This is likely to include developing an annual operating plan; operating, <br />maintaining, and repairing the facilities; accounting for the hydrologic credits; and <br />billing non-PRESP beneficiaries for their share of costs.
