<br />. monitoring and guiding various studies conducted under the Cooperative <br />Agreement; and <br />. leadership within the Colorado team and in the Governance Committee created to <br />implement the Cooperative Agreement. <br /> <br />Attached are several charts that represent the structure of the PRESP. In the 1999 <br />legislative session, we were successful in securing $600,000 for the remaining fiscal <br />commitments Colorado made to the PRESP for the balance of the three-year Cooperative <br />Agreement. We have also executed an agreement with the states of Wyoming and <br />Nebraska and with the Interior Department for the collection and administration of funds <br />for the PRESP through the Nebraska Community Foundation (an existing non-profit <br />corporation that performs such activities). After Randy Seaholm fills the new position in <br />his staff and Greg Walcher hires an endangered species coordinator, we will be in a <br />position to formalize an allocation of workload and communication responsibilities. For <br />now, Greg has placed the responsibility for coordinating our team with me. <br /> <br />There will be a great deal of work required to coordinate development of the <br />water conservation! water supply action plan in the next six months given the divergent <br />views of the desired product. Colorado and Wyoming assert the view that cost- <br />effectiveness should be the first criteria in selecting components of this action plan, while <br />Nebraska suggests a "fair share" allocation among the three states. Boyle Engineering <br />has produced a very useful survey and reconnaissance-level evaluation of many potential <br />components which has been presented in draft form to the PRESP Water Committee and <br />at public meetings in all three states. Boyle is revising that draft now, based upon <br />comments from the states and the public meetings and plans to distribute the next draft by <br />August 9. Randy and I will coordinate closely with Hal Simpson and Dick Stenzel (the <br />Division 1 Engineer) and with the water users in this process. <br /> <br />The Tamarack Plan <br /> <br />The Tamarack Plan refers to Colorado's proposal for mitigating all past depletions <br />occurring prior to July 1997 on the North and South Platte Rivers through a ground water <br />recharge project designed to re-regulate an average of 10,000 acre-feet annually. The <br />ground water recharge facilities may be located both on Division of Wildlife lands <br />(Tamarack State-Wildlife Area and Pony Express State Wildlife Area) and on private <br />lands, under contractual arrangements with the landowners. Besides meeting Colorado's <br />commitments to the PRESP, the Tamarack Planl may also mitigate future development of <br />water supplies, provide additional water for wildlife, and provide water right <br />administration benefits. To the extent that the Tamarack Plan facilities are used for non- <br /> <br />, "Tamarack Plan" refers to Colorado's proposal to mitigate for past depletions, although the facilities may <br />not all be located on the Tamarack State Wildlife Area. Operation of the Tamarack Plan will be in <br />accordance with Tab 3A of the proposed recovery program. Colorado reserved the right to use the <br />Tamarack facilities for other purposes as well.
