<br />,. <br /> <br />As Phase II was progressing the identification and need to further analyze non-structural storage <br />alternatives was considered. Recent concems with the transfer of agricultural water supplies to . <br />municipal uses has prompted the Enterprise's study committee to take a more detailed look at non- . <br />structural alternatives as Mr. Arveschoug's November 15, 1999 letter indicates. However, the <br />current Budget for Phase II will not likely accommodate enlargement of the options plan study to <br />the extent needed to present a sufficiently detailed analysis of non-structural alternatives. The <br />Enterprise's study committee has directed its consultant to prepare a new scope of work and cost <br />estimate to examine the potential for certain non-structural alternatives to both meet the need for <br />additional in-basin storage and to provide an a1temative to the permanent transfer of irrigation water <br />to meet growing municipal demands. Therefore, the Enterprise is requesting, and staff is <br />recommending, that the existing $25,000 construction fund grant authorization not be deauthorized <br />at this time. <br /> <br />Additional discussion of how this grant authorization might be used and under what terms and <br />conditions the Board would consider increasing its financial support for Phase II of the Needs <br />Assessment can occur at Agenda Item 18b. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Phase II Needs Assessment grant not be deauthorized at the present <br />time and that the Board and the staff review the potential uses of the grant authorization later <br />during the November 1999 meeting. <br /> <br />. <br /> <br />, <br /> <br />2 <br />
