Introduction <br /> <br />, <br /> <br />In a November 16, 1999 memo to the Board for Agenda Items lOa - IOk Mike Serlet, the Chief <br />of the Water Supply Planning and Finance Section recommended deauthorization of the $25,000 <br />grant to the Southeastern Colorado Water and Storage Needs Assessment Enterprise <br />("Enterprise") for Phase II of the Arkansas River Basin Water and Storage Needs Assessment. <br />This recommendation was based on discussions with the CWCB project manager, Steve <br />Miller, and the Enterprise's study manager, Steve Arveschoug, that indicated the assessment <br />no longer required the funding authorized in SB 99-173. Subsequent to those discussions the <br />Enterprise changed its position and submitted a letter requesting that the Board not deauthorize <br />the grant at this time. A copy of that letter is attached hereto. <br /> <br />Discussion <br /> <br />In 1999, the Colorado Legislature in SB 99-173 authorized a $25,000 grant to the Southeastem <br />Colorado Water and Storage Needs Assessment Enterprise to assist in the development of a storage <br />options plan as part of phase II of the Arkansas River Basin Water and Storage Needs Assessment. <br />This authorization was intended as a backup source of funding if the preferred source of funding <br />from the Severance Tax Operational Account ("STOA") was not available due to earlier <br />commitments. In May 1999 it was determined that were funds were available in the STOA and <br />Phase II was funded for $25,000 from that source. <br />
