<br />. <br /> <br />. <br /> <br />. <br /> <br />Weather Modification Program: The Vail and Beaver Creek S~i Area weather <br />modification project in Eagle County, managed by Western Weather Con'sultants to improve <br />snow pack, operated from ground based generators during the period from Nov. 1,1999 through <br />Jan. 31, 2000. There were a total of22 storm systems and 34 operational days. The generators <br />released approximately 16,925 grams of seeding agent split evenly between the two target areas. <br /> <br />The Telluride Ski Area (San Miguel County) weather modification project, also managed <br />by Western Weather Consultants to improve snow pack, operated from ground based generators <br />during the period from Nov. I, 1999 through Jan. 31,2000. There were a total of 17 storm <br />systems. The Telluride area generators operated for a total of 35 days and released 7,696 grams <br />of seeding agent. <br /> <br />The Aspen Ski Areas (Pitkin County) and the Willow Creek basin (Grand County) <br />weather modification projects were inactiye this winter. <br /> <br />The hail suppression and rain augmentation project along the eastern edge of Yuma and <br />CheyemJe counties, managed by the Western Kansas Groundwater District No.4, is gearing up <br />to be ready to begin operations on May 1 if necessary. <br /> <br />Arkansas River Basin Issues <br /> <br />SECWCD Water Needs Assessment Status Report: A meeting was held in Rocky <br />Ford on Jan. 13 to discuss potential interruptible supply and water banking concepts. These are <br />two of the six non-structural measures being examined as part of Phase II of the Southeastern <br />Water Conservancy District's Storage Needs Assessment. The other non-structural measures are <br />water conservation, re-operation of existing reservoirs, water exchanges and effluent <br />management or reuse. <br /> <br />Pueblo Reservoir Storage: Staff has reviewed and favorably commented on an <br />Enviromnental Assessment (EA) to allow the Pueblo Board of Waterworks "if and when" <br />storage in Pueblo Reservoir. . <br /> <br />Arkansas River Compact Administration: At the Arkansas River Compact <br />Administration meeting on Dec. 7, 1999 Kansas identified differences they have with the way the <br />Operations Secretary accounts for releases from accounts during flood control operations. As a <br />result, they did not accept the Operation Secretary's annual report. Subsequently, Kansas and <br />Colorado representatives have met to try and resolve the differences. These meetings continue <br />and we will update you at you meeting. <br /> <br />Reserved Rights: Colorado filed its opening brief outlining settlement terms acceptable <br />to them in the supervised settlement discussions concerning U.S. Forest Service Reserved Water <br />Right claims in Water Division 2 on Mar. 24. The Forest Service response to Colorado's brief is <br />due on Apr. 24. <br /> <br />Colorado River Basin Issues <br /> <br />Implementation Committee Meets: The Upper Colorado River Endangered Fish <br />Recovery Program Implementation Committee met on Mar. 8 in Denver. The committee <br />approved the Management Committee's recommended approach for finalizing the recovery <br /> <br />9 <br />
