<br />. . <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />5 - General technical assistance, primarily floodplain information inquiries (approximately 700/year). <br />6 - Continue to develop a statewide flood hazard risk assessment - three phases, three years, and building <br />on statistics developed in the 1999 Colorado Flood Hazard Mitigation Plan. <br />7 - Continue to assist FEMA in removing Colorado's repetitive loss structures from the flood insurance <br />rolls. <br />8 - Assist Colorado in implementing its risk hazard mitigation plan. <br />9 - Attend the following conferences - Association of State Floodplain Managers annual conference, <br />FEMA All Hazards (NFIP/SHMO) conference, two (2) FEMAlASFPMlNEMA policy committee <br />workshops, annual Region 8 Community Assistance Program conference, Boulder Natural Hazards <br />conference. <br />10 - Continued support for Colorado's two- (2) open presidential disaster declarations as State Disaster <br />Mitigation Officer. <br /> <br />Each year the cWcB receives approximately $135,000 to fund the Flood Mitigation Assistance <br />(FMA) program. $122,000 of these funds is passed through the cWcB to local governments, by <br />Memorandum of Agreement (MOA), for flood mitigation plans and projects. These activities serve to <br />reduce future flood losses in Colorado and create disaster resistant communities. The remaining $13,000 is <br />available to the CWCB for administrative purposes related to grant administration. <br /> <br />Cooperating Technical Community agreement with FEMA: The cWcB has become a <br />partner with FEMA by entering into a memorandum of agreement as a "Cooperating Technical <br />Community" (CTC). The CTc partnership is an innovative approach by FEMA to help keep community <br />floodplain mapping as current and accurate as possible. At this time, the cWcB is entering into <br />individual task order agreements with FEMA to perform two specific floodplain studies in Colorado. <br />The first study is for Spring Creek within the Town of Pierce and portions of unincorporated Weld <br />County. The second study is for the Cache la Poudre River within the City of Greeley. If the <br />agreements come to fruition, FEMA will be providing a funding package for the two studies totaling <br />$60,000. CWcB staff will act as project managers, however no state or local matching funds are <br />required for these studies. <br /> <br />Floodplain Review and Designation Contract: Montgomery Watson is currently under <br />contract with the cWCB to assist in the review and designation process for existing floodplain studies <br />that are within the backlog of undesignated studies. This contract was made possible by a grant from <br />FEMA, combined with 25% matching contribution from the CWcB in the form of cash and in-kind <br />services. The September Board meeting is the first cWcB meeting where studies reviewed by the <br />contractor will be presented to the Board as part of the consent agenda. The work performed under this <br />contract will expedite the elimination of the backlog. Montgomery Watson will assist with the <br />completion of 30-floodplain study reviews. In January 1999, the backlog consisted of 57 undesignated <br />studies, which will be reduced to about 40 as of the September 2000. <br /> <br />Formulation of Multi-Objective Stream Corridor Program: In order to better manage and <br />coordinate the various individual multi-objective projects currently overseen by the staff of the Flood <br />Protection Section, we are formulating a Multi-Objective Stream Corridor Program. While this program <br />will continue to be housed in the Flood Protection Section, it will not be limited to flood considerations. <br />The program will be designed to address a variety of stream issues (stream rehabilitation, compacts, <br />irrigation water supply and distribution, transbasin diversions and their impacts. water quality, riparian <br />habitat, recreation and open space, erosion and deposition, flood protection, etc.) in a comprehensive <br />manner. The program will include both planning studies and projects involving final design and <br />construction. <br /> <br />8 <br />
