Salton Sea is an economic and environmental resource of national importance, critical component of Pacific Flyway, <br /> reclamation will have national and international benefits. Federal, state and local governments have a shared responsibility to <br /> assist in reclamation. <br /> 2. High salinity causing collapse of ecosystem, ecological disasters have occurred. [collapse and disaster not in S1716] <br />OBJECTIVES 1. Reclaim Salton Sea, <br /> 2. reclaim fish, wildlife and habitat resources, <br /> 3. enhance recreation and economic development potential, <br /> 4. maintain sea as "reservoir for irrigation drainage" [S1716 reservoir for irrigation, municipal, and stormwater drainage] <br />PROJECT 1. Stabilize salinity at 35,000-40,000 ppm (current level - 43-45,000 ppm). <br />REQUIREMENTS 2. Stabilize water surface elevation at -240 to -230 feet msl (current level = -228 feet below sea level). <br />3. Rename existing Salton Sea NWR as Sonny Bono Salton Sea NWR. <br />TIME TABLE 1. Feasibility Study submitted to Congress within 12 months. [S1716 Interim Action Plan in 12 months, Final Remediation Plan <br /> to Congress within 18 months] <br /> 2. Environmental compliance and permits issued within 12 months. [S1716 in 18 months] <br /> 2. Construction start 60 days after report submitted to Congress. [S1716 start 30 legislative days after Final Plan] <br />STUDIES 1. Feasibility Study to review and select cost-effective restoration option(s) from specified list: dike and evaporation, pumpout, <br /> andlor augmented inflows. Study done pursuant to MOA between 001, Salton Sea Authority, and Gov. of California. [S1716 <br /> Action Plan options include wastewater treatment for Mexican and US dischargers, and others found to be cost-effective during <br /> study. MOA may include Tribal and local governments.] <br /> 2. Wildlife Resources Study concurrent with feasibility. <br /> 3. Establish process to determine how and where to permanently dispose of high salinity water pumped-out from sea. <br /> 4. Research on irrigation drainage improvement. [S1716 included as Action plan option] <br />FEDERAL Cost-sharing required but formula to be determined. All federal costs are non-reimbursable. Federal funds authorized as: <br />FUNDING 1. Feasibility Study and environmental compliance @ $22.5 mill. [S1716 Remediation and Action Plans @ $30 mill.] <br />2. Wildlife Resources Study@ $5 mill. [S1716@$7mill.] <br /> 3. Irrigation drainage improvements @ $2 mill. [S1716 @ $0] <br /> 4. Construction of restoration plan $300 mill. [S1716 @ $300 mill.] <br />RELATION TO 1. Not subject to 1902 Reclamation Act or 1982 Reclamation Reform Act <br />OTHER LAWS 2. Not to supersede or affect use of water under Law of the River, must be carried out in manner consistent therewith. <br />JUDICIAL 1. Judicial review of permit issuance and authorization for construction is limited to process used on Alaskan Pipeline (43 USC <br />REVIEW 1651 (d)). <br />2. NEPA compliance fully satisfied by completion of FEIS. [S1716 has no limits on NEPA process or judicial review] <br />EMERGENCY Prior to 12/31/98 pumpout sufficient saline water to create space for refill with ''water available as a result of high flows in late <br />ACTIONS 1998 and early 1999".
