<br />el <br /> <br />el <br /> <br />e) <br /> <br />Mc@ughlin W~!.~rc~' <br /> <br />February 20, 2002 <br /> <br />Bill Woodcock, Manager <br />Planning and Construction <br />South Suburban Park and Recreation District <br />6631 South University Blvd. <br />Centennial, Colorado 80121-2913 <br /> <br />RE: Environmental and Floodplain Regnlations Relating to Construction of the Big <br />Dry Creek Trail Bridge Across the South Platte River <br /> <br />Dear Bill: <br /> <br />With respect to the requirements for the proposed easement within the Colorado Water Conservation <br />Board (CWCB) owned right-of-way along the South Platte River, this letter is intended to describe our <br />understanding of, and compliance with, the relevant environmental and floodplain regulations for this <br />area. <br /> <br />We have prepared construction plans and specifications for the proposed bridge that will span the South <br />Platte River at the confluence with Big Dry Creek, connecting the Big Dry Creek Greenway trail with the <br />Mary Carter Greenway trail along the west bank of the river, The project will be bid between March 6 and <br />March 27, 2002, and award of the construction contract is planned for the April 10, 2002 meeting of the <br />South Suburban Board, The following describes the procedures completed and/or underway with respect <br />to floodplain and environmental regulations, <br /> <br />Floodplain Regulations <br />Research was completed to document the 100-year floodplain for the South Platte River and Big Dry <br />Creek at the proposed bridge site. A report was prepared (February 13, 2002) to present this information <br />and to show that the proposed bridge does not adversely impact 100-year flood elevations, This report has <br />been submitted to the Colorado Water Conservation Board, the Urban Drainage and Flood Control. <br />District, the City of Englewood, and the South Suburban Park and Recreation District. The proposed <br />bridge design will conform to all state, local and federal floodplain regulations, <br /> <br />Environmental Regulations <br />A 404 Permit application was submitted to the Corps of Engineers: and the project will be issued a <br />Nationwide 33 permit on March 18, 2002, A copy of the permit will be made available to prospective <br />bidders, and the successful contractor will be required to retain a copy of the permit on site, and comply <br /> <br />P:\1982\82.065\07900\wp\CWCBeasmntltr - JMP.doc <br /> <br />12596 WEST BAYAUO AVENUE' SUITE 200 .
