Now he should tell that to the <br />friends and relatives of the some 200 people <br />that died recently in West Virginia. Quite I <br />recently in a book review from the Denver Post <br />quoting a Mr. Edward Abbey, who prepared a book <br />published by the Sierra Club entitled, 'Slickrock' <br />and here is a quote (presumably, if this article <br />is correct, from Mr. Abbey), 'Let all those <br />living downriver from Glen Canyon Dam take warn- <br />ing. There are thousands of us who never forget, <br />during our bedtime prayers, to ask God for one <br />little precision earthquake in the immediate <br />vicinity of Glen Canyon Dam. We are devout; we <br />have faith; and someday our prayers shall be <br />answered. ' <br /> <br />Now you have heard of a lunatic fringe; I <br />have quoted from that lunatic fringe. It appears <br />that those of us who have a responsibility to <br />provide water and prevent floods are the mon- <br />sters. We are the bad people in this endeavor. <br /> <br />I don't think that we have to carry our <br />hats in hand to the Water Resources Councilor <br />the Office of Management and Budget to plead our <br />case. We elect representatives in the United <br />States Congress. They are the ones who are <br />responsible, in the long term, for carrying out <br />any such principles. I think we should direct <br />our efforts today to our representatives and <br />senators in the United States Congress. If the <br />Congress is going to submit to this type of <br />thing, then I think we should know about it. <br />If the Congress is going to rollover and play <br />dead to the Office of Management and Budget, <br />then I think the people of this country should I <br />know it. Then perhaps we should change our . . . <br />system so that the people who make these ultimate <br />decisions have some responsibility to the elec- <br />torate of this country - not insulated the way <br />they are from what I still consider to represent <br />a majority voice of this country. <br /> <br />-60- <br />
