<br />I <br /> <br />instruments that I have ever had the misfortune <br />to have to read. It assumes that every fed- <br />eral investment is subject to this type of <br />analysis. The truth is that there is no other <br />activity of the federal government which is <br />subject to an analysis like this. Highways, <br />health, welfare, schools, foreign aid, military <br />spending, you name it, nothing goes through <br />this type of process. Why is the water resource <br />singled out? <br /> <br />As far as the Bureau of Reclamation is <br />concerned, its program is a minor program in <br />the budget of the United States Government. <br />So why all the emphasis upon this type of pro- <br />cedure for water resource planning? It doesn't <br />make any sense. It doesn't conform with any <br />other activity of the federal government; unless <br />as I said, a political decision was made to des- <br />troy water resource development in the United <br />States. There is no other way you can explain <br />this document. <br /> <br />The serious decision facing Colorado and <br />the people of this nation today is what are we <br />going to do about it? Do we have to accept <br />this? Here is an agency which is insulated <br />from the elective process. It is not respon- <br />sible to the people of the United States. In <br />a sense I think this type of thing is generated <br />by overdue emphasis on environment. If we try <br />to dispute that there needs to be additional <br />consideration given to preserving our environ- <br />ment, we are doing a disservice to the people <br />of this state. We must increase our concern <br />in this area. But there is a limit to how far <br />this concern can be carried. <br /> <br />I <br /> <br />To give you an example of what we are run- <br />ning into and may be creating some of the pres- <br />sure on things such as these principles, I want <br />to quote from a couple of statements that have <br />come to our attention through various publica- <br />tions.
