document is a way of implementing that polit-
ical decision. There is no other way to des-
cribe it.

Public hearings on the proposed principles
will be held in washington, D. C., on March 20
and 21 of this year. There was a supplementary
notice that came out with this which we just
received the day before yesterday, which states
that in the event anyone wishes to make an oral
statem~ntconcerning these proposed principles
that a notice must be submitted to the Director
of the Water Resources council not later than
March 10, which is two days hence. However,
written statements may be submitted at any time
up until March 31. So the limitation on the
notice applies only to oral statements that are
to be made on March 20 and 21.

I think it is extremely important that
everyone interested in water resource develop-
ment submit some type of statement concerning
these proposed principles. The problem is to
determine what sort of statement to submit inas-
much as about 95 percent of the jargon contained
in the proposed principles is almost incompre-
hensible. We will get out to the board within
the next few days a brief summary of the salient
points that we think require attention as far
as the public hearings are concerned. We have
written a letter to the Director of the Water
Resources Council requesting that the State of
Colorado be given an opportunity to present
oral testimony on March 20 or 21. We assume
that we will be allowed to present an oral
statement at that hearing.

open up for questions, some of the salient
portions of the principles that we have been
able to decipher. I suppose these principles
