<br />political decision has bee" Made to greatly <br />restrict water resource and flood control <br />development in the United States, and this <br />document is a way of implementing that polit- <br />ical decision. There is no other way to des- <br />cribe it. <br /> <br />I <br /> <br />Public hearings on the proposed principles <br />will be held in washington, D. C., on March 20 <br />and 21 of this year. There was a supplementary <br />notice that came out with this which we just <br />received the day before yesterday, which states <br />that in the event anyone wishes to make an oral <br />statem~ntconcerning these proposed principles <br />that a notice must be submitted to the Director <br />of the Water Resources council not later than <br />March 10, which is two days hence. However, <br />written statements may be submitted at any time <br />up until March 31. So the limitation on the <br />notice applies only to oral statements that are <br />to be made on March 20 and 21. <br /> <br />I think it is extremely important that <br />everyone interested in water resource develop- <br />ment submit some type of statement concerning <br />these proposed principles. The problem is to <br />determine what sort of statement to submit inas- <br />much as about 95 percent of the jargon contained <br />in the proposed principles is almost incompre- <br />hensible. We will get out to the board within <br />the next few days a brief summary of the salient <br />points that we think require attention as far <br />as the public hearings are concerned. We have <br />written a letter to the Director of the Water <br />Resources Council requesting that the State of <br />Colorado be given an opportunity to present <br />oral testimony on March 20 or 21. We assume <br />that we will be allowed to present an oral <br />statement at that hearing. <br /> <br />I <br /> <br />I would like to briefly review, and then <br />open up for questions, some of the salient <br />portions of the principles that we have been <br />able to decipher.
