<br />solution, and one that would have the least <br />social impact on the people in the Denver area, <br />would be construction of the authorized Castle- <br />wood dam. This dam would also provide inciden- <br />tal flood control benefits for the ~each be- <br />tween Franktown and Cherry Creek d~. It would <br />reduce flooding in this reach. ConSFruction <br />of this dam would also provide opportunities <br />for recreation development in the area. Based <br />on that, we developed a plan for flood control <br />and for fish and wildlife recreatiop. <br /> <br />I <br /> <br />The interim report on Sand and Toll Gate <br />Creek also is treating the problems along <br />lower Cherry Creek. In evaluating the problems <br />at the Cherry Creek reservoir we found that <br />the channel downstream from Cherry Creek can- <br />not evacuate that reservoir after a flood with- <br />in a reasonable amount of time because of the <br />deteriorated condition of the flood walls <br />along Cherry Creek and because of the unst~le <br />channel banks inunediately below the d,am. The <br />interim report on Sand and Toll Gate therefore <br />treats the problem as two separate systems - <br />the Cherry Creek system, which consists pf the <br />construction of the authorized Castlewood dam <br />with the inclusion of recreation, raising of <br />the spillway crest on Cherry Creek to preclude <br />discharges into Toll Gate Creek and the sta- <br />bilization of the Cherry Creek channel down- <br />stream from Cherry Creek to permit evacuation <br />of Cherry Creek reservoir if the need arises, <br />and to provide control of the runoff originating <br />downstream from Cherry Creek dam. That is the <br />recommendation on Cherry Creek. We also cover <br />Sand Creek in here, but I don't want to discuss <br />this before we go into that. <br /> <br />The total cost of the plan which includes <br />these three elements, is 36 million dollars. <br />That is listed on page 39.
