Because the Service has not yet expressly disavowed the Yarnpa River claims. <br />the question arises about the effect in other basins of CWCB withdrawing its 15-Mile Reach <br />claims. Will CWCB move forward to claim instream flows in other drainages such as the <br />White River and Gwmison River? What will be the legal and technical theories for such <br />claims "under state law"?
