,

Colorado Water Conservation Board
Statewide Watar Supply Initiative

Task 9 - Existing and Projected Water Demands .

Purpose
To estimate existing water demands and project future water demands for each of the
state's eight basins. Water demands will include agricultural, residential, commercial,
industrial, and in-stream uses.

Phase 3: Alternatives Development and Evaluation (Tasks 10-11)

Task 10 - Formulate Basin Alternatives

Purpose
To catalog for each of the state's 8 basins the various water supply and demand
management options for meeting demands. These options will be identified through
the Basin Roundtable discussions and from previous engineering studies and reports.
A screening process will be used to rank these supply options.

Task 11 - Evaluate Alternatives at Statewide Level

Jhwpese.
To evaluate alternatives developed at the basin level in Task 10 at the statewide level,
using a more integrated approach. This precise method for accomplishing this is still
under consideration but would generally involve developing objectives and
performance measures to evaluate the merits of these alternatives. A systems
simulation might be useful as a decision support tool to help evaluate these .
alternatives at the statewide level. The evaluation process might include several
major elements as outlined below:

1. Develop objectives and associated performance measures, which become the
evaluation criteria by which alternatives are compared against. Also identify
stakeholder preferences for these ;objectives. Stakeholder preferences indicate
the relative impprtance for ea.ch objective.

2. Develop and utilize a systems evaluation tool, which brings together the
evaluation criteria and simulates the performance of the alternatives in a
comprehensive, integrated manner.

3. Create standardized score cards tor each alternative that summarize the
performance in an easy to understand manner and that stakeholder
preferences can be applied to.

4. Find common ground between stakeholder preferences in order to identify
those projects that have the greatest chance for success and should be
prioritized for implementation. .

.

A

DRAFT SCOPE - REVISED 3/26/03

C:\DOCLmBnIS and Setlln~s\rb3\My Cocument&\CWC8ahortSWSI Scope Draft S-11-IXI.doc
