<br /> <br />., <br /> <br />l <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />A <br /> <br />Colorado Water Conservation Board <br />Statewide Water Supply Initiative <br /> <br />identify if, when, or where this situation might arise, and present possible solutions to <br />achieve a cooperative and collaborative planning initiative. <br /> <br />SWSI is not intended to take the place of local water planning initiatives. Rather it is a <br />"forum" to develop a common understanding of existing and future water supply <br />needs and demands throughout Colorado, and possible means of meeting those. <br />CWCB, through the SWSI and future efforts, will help support and/ or identify <br />s9lutions to these issues. <br /> <br />The following scope of work idetltllies the specific tasks that will be performed by the <br />Consultant to achieve the g?aIs and processes described above. <br /> <br />Phase 1: Define Objectives and Initiate Public Involvement <br />Process (Tasks 1-3) <br /> <br />Task 1 - Public Information & Involvement Activities <br /> <br />P1!.1'J!!.{I~e <br />The public information and involvement activities are intended to provide a <br />mechanism and forum for the CWCB to solicit and exchange information, which is <br />essential to the success of the project. Information exchange is expected to occur at a <br />number of different levels to enstLIe that local basin stakeholders, the general public <br />and policy makers are involved and informed during the implementation of the <br />project. <br /> <br />1.1 Project Kickoff Activities <br /> <br />Purpose <br />The project kickoff activities are illtended to establish effective communications from <br />the very beginning. The project goals, process and outcomes will be presented in the <br />early stages to communicate expectations and inform public opinion. To accomplish <br />this, the Consultant team will develop with the CWCB a unifying vision and <br />terminology for the project; a comprehensive understanding of how the media has <br />covered water issues in each basin and an inventory of how water issues are <br />discussed in the media in each basin; a message platform; and a comprehensive <br />communications plan. <br /> <br />1.2 Public Outreach <br /> <br />Purpose <br />To create the delivery system for the public outreach campaign during the project. <br />This delivery system will include source materials such as SWSI progress reports, <br />white papers and fact sheets in sUJIUllary and detailed format, available electronically <br />and in hard copy. <br /> <br />DRAFT SCOPE - REVISED 3i26/03 <br /> <br />Page 2 of 6 <br /> <br />C:\Documenls and Settlngs\rll3\My Oocuments\CWCBshottSWSl Scope Draft S.11.03.doc <br />
