<br />e <br /> <br />Chadwick and Associates discussed winter flow regimes of Snowmass Creek and <br />other area streams. Questions were asked by Lochhead, Harrison, Meyring, Sheftel, <br />Salazar, and Eisel. <br /> <br />Harrison noted there were about 20 people in the audience waiting to speak which <br />Chairman Martineau classified into four broad interest groups: Pitkin County, Aspen <br />Wilderness Workshop, the Aspen Skiing Company, and the SnowmassjCapitol Creek <br />Caucus. <br /> <br />Eisel asked a question that was answered by Mark Hill. Robert Iwamoto, White <br />River National Forest, reviewed policy issues related to their EIS decision process. <br />Technical questions were asked by Harrison, ShefteI, Lochhead, and Eisel. <br />Procedural questions were asked by Harris Sherman. Harrison commented on the <br />Board's legal authority and procedures. Lochhead and John Musick noted additional <br />material to be made part of the record. Salazar, Harrison, and Martineau discussed <br />procedures for taking testimony and there was consensus to limit each group to ten <br />minutes. Chairman Martineau recessed the meeting for a short break. <br /> <br />Recess (5:00 - 5:20 p.rn.) <br /> <br />e Call to Order (5:20 p.rn.) <br /> <br />Chairman Martineau called the meeting back to order at 5:20 p.rn. and there was a <br />quorum. Present were Salazar, Harrison, Smith, Martineau, Lochhead, Sheftel, Eisel, <br />Meyring, Simpson, and Lile. Jennifer Gimbel represented Gale Norton, AG, and <br />Grady McNeill represented Perry Olson, DQW. Jackson and Wright were absent. <br />Salazar was represented by Peter Evans after 6:25 p.rn. <br /> <br />18a. <br /> <br />Instream Flow Program: Final Notice, Water Division 5; Snowmass Creek,' <br />continued (5:20 - 7:45 p.m.) <br /> <br />e <br /> <br />Chairman Martineau limited testimony to ten minutes per group. Bill Tuite, Pitkin <br />County Commissioner, and attorney John Musick spoke for Pitkin County. Questions <br />were asked by Harrison and Lochhead. Stewart McNab, Dottie Fox, Hunter Lovins, <br />and Sue Helm spoke for the Aspen Wilderness Workshop and the SnowmassjCapitol <br />Creek Caucus. Questions were asked by Lochhead. Fred Smith and Harris Sherman <br />spoke for the Aspen Skiing Company. Questions were asked by Lochhead, Eisel, <br />Simpson, and Lile. Additional comments were made by Mayor Dick Wall of <br />Snowmass Village, Deborah Freeman of the Snowmass Water & Sanitation District, <br />Bill Burwell representing several Pitkin County businesses, Gary Sprung of the High <br />Country Citizens Alliance, and Suzy Ellison of the Mt.
