Construction Fund Program, Update on Alsbury Dam Project (2:34 - 2:41 p.m.) <br /> <br />e <br /> <br />Frank Akers introduced Carl BernkIau who provided a brief progress report on the <br />West Divide Project and Alsbury Dam.. A question was asked by Harrison. <br /> <br />6d. Construction Fund Program, InteJ:eSt Rate Guidelines for Construction Loans* <br />(2:41 - 3:04 p.m.) <br /> <br />Frank Akers reviewed the staff memo on interest rate guidelines. Discussion <br />followed by Lochhead, Ule, Smith, Harrison, Eisel, Salazar, Meyring, Martineau, and <br />ShefteI. There was consensus for the staff to revise the draft guidelines based on the <br />discussion and the list of issues developed at the last Board meeting and to consider <br />the revised guidelines at the next Board meeting. <br /> <br />13. Report on Matters Discussed in Executive Session (3:04 - 3:05 p.rn.) <br /> <br />Christy Klein, AG staff, reported that during executive session the Board heard an <br />outline of various action/inaction options and an explanation of the legal mechanism <br />concerning the Final Notice for Snowmass Creek. No formal policy was adopted by <br />the Board during executive session. <br /> <br />. <br /> <br />18a. Instream Flow Program: Final Notice, Water Division 5; Snowmass Creek*J <br />(3:05 - 5:00 p.m.) <br /> <br />Dan Merriman, CWCB staff, briefly reviewed procedures and action taken at the <br />previous meetings, data collected to date, and introduced Jay Skinner of the DOW. <br />Skinner presented results of new field data collected in August. Questions were <br />asked by Harrison, Martineau, and Lochhead. Lochhead introduced several <br />documents into the record. Skinner gave is opinion on the Hill report and <br />introduced Mark Hill. Mr. Hill, of Don Chapman Consultants of Boise, Idaho, <br />discussed limiting factors other than minimum stream flows on fish populations. <br />Questions were asked by Lochhead and Harrison. Skinner and Merriman reviewed <br />the effects of anchor ice and stream flow velocities. More questions were asked by <br />Lile, Lochhead, Eisel. Salazar, Harrison, and ShefteI. Martineau asked if there was <br />anyone else in the audience with any additional data. Mark Hill concluded his <br />report. <br /> <br />Harris Sherman noted an aquatic biologist who had not had an opportunity to speak. <br />Lochhead confirmed that various reports were part of the record. Dave Neslin of <br />Arnold & Porter mentioned a report by Chadwick and Associates.
