meetings, the status and schedule of Kansas v. Colorado, a draft report assessing
potential litigation, a budget initiative to assess data in the South Platte River basin,
and suggested staff be given authority to act in certain water matters in order to
streamline board meetings. Harrison asked for a legal opinion from the AG on
delegation authority to staff. Comments were made by Gimbel, Eisel, Smith,
Lochhead and Salazar. Harrison asked additional questions on ground water use in
the Republican River basin.

Directors' Reports, Attorney General (10:13 - 10:14 am.)

Jennifer Gimbel reported that the AG's staff has moved back into their recently
remodeled office building at 1515 Sherman Street.

4e. Directors' Reports, Division ofWildIife (10:14 - 10:15 am.)

Grady McNeill, DOW, welcomed Hal and Chuck to the Board and reported progress
on a study being prepared by Boyle Engineers on the lower Arkansas River basin.

Comments From Local Water Groups (10:15 - 10:32 am.)

Frank Cooley representing the Yellow Jacket Water Conservancy District commented
on the potential role of the Green River formation in water resources development
and the Yellow Jacket Project as an opportunity to increase storage in the White
River basin. Ruth Hutchin of Fruita commented on alternative ways to participate
in the Salinity Control Program. Ed Currier, President of the Board of the Grand
Valley Irrigation Company, commented on the tour arranged for the Board and the
value of stored water to irrigators in the valley. Parna Etehart of the Yellow Jacket
Ranch near Meeker submitted a proposal for consideration by the Board for the
rehabilitation of the D.D. and E. Wise Dam.

Construction Fund Program, Beaver Creek Feasibility Study (10:32 - 11:02 a.m.)

Frank Akers, CWCB staff, introduced Jim Briscoe, attorney for Beaver Creek
Reservoir Company, who reviewed the scope of a request for a feasibility study and
emergency repair of sink holes in Beaver Reservoir Dam in Delta County. Jim
Johnson, Engineer from Woodward Clyde Consultants, showed slides and presented
the technical aspects of the emergency and proposed repair of the sink holes.
Questions were asked by Harrison, Lochhead, Martineau, and Salazar. Frank Akers
reviewed the proposed funding and schedule. A motion was made by Harrison and
seconded by Meyring to approve the proposal. A comment was made by Martineau,
and the motion passed by unanimous (7-0) decision. Chairman Martineau recessed
the meeting for a short break.
