Colorado, a draft report assessing <br />potential litigation, a budget initiative to assess data in the South Platte River basin, <br />and suggested staff be given authority to act in certain water matters in order to <br />streamline board meetings. Harrison asked for a legal opinion from the AG on <br />delegation authority to staff. Comments were made by Gimbel, Eisel, Smith, <br />Lochhead and Salazar. Harrison asked additional questions on ground water use in <br />the Republican River basin. <br /> <br />4d. <br /> <br />Directors' Reports, Attorney General (10:13 - 10:14 am.) <br /> <br />Jennifer Gimbel reported that the AG's staff has moved back into their recently <br />remodeled office building at 1515 Sherman Street. <br /> <br />4e. Directors' Reports, Division ofWildIife (10:14 - 10:15 am.) <br /> <br />Grady McNeill, DOW, welcomed Hal and Chuck to the Board and reported progress <br />on a study being prepared by Boyle Engineers on the lower Arkansas River basin. <br /> <br />5. <br /> <br />Comments From Local Water Groups (10:15 - 10:32 am.) <br /> <br />Frank Cooley representing the Yellow Jacket Water Conservancy District commented <br />on the potential role of the Green River formation in water resources development <br />and the Yellow Jacket Project as an opportunity to increase storage in the White <br />River basin. Ruth Hutchin of Fruita commented on alternative ways to participate <br />in the Salinity Control Program. Ed Currier, President of the Board of the Grand <br />Valley Irrigation Company, commented on the tour arranged for the Board and the <br />value of stored water to irrigators in the valley. Parna Etehart of the Yellow Jacket <br />Ranch near Meeker submitted a proposal for consideration by the Board for the <br />rehabilitation of the D.D. and E. Wise Dam. <br /> <br />Construction Fund Program, Beaver Creek Feasibility Study (10:32 - 11:02 a.m.) <br /> <br />Frank Akers, CWCB staff, introduced Jim Briscoe, attorney for Beaver Creek <br />Reservoir Company, who reviewed the scope of a request for a feasibility study and <br />emergency repair of sink holes in Beaver Reservoir Dam in Delta County. Jim <br />Johnson, Engineer from Woodward Clyde Consultants, showed slides and presented <br />the technical aspects of the emergency and proposed repair of the sink holes. <br />Questions were asked by Harrison, Lochhead, Martineau, and Salazar. Frank Akers <br />reviewed the proposed funding and schedule. A motion was made by Harrison and <br />seconded by Meyring to approve the proposal. A comment was made by Martineau, <br />and the motion passed by unanimous (7-0) decision.
