A motion was made by Harrison and seconded by Smith to approve the staff recommendation. The motion passed by unanimous (7-0) decision with one abstention. 8. Black Canyon National Monument. Reserved Water Right Contract (12:08 - 12:30 p.m.) Gene Jencsok reported on meetings attended by staff on the EIS and the contract negotiations with the USBR The issues relate to who should be participants to the contract negotiations and the level of National Park Service involvement in the EIS process. Discussion followed by Martineau, Harrison, Eisel, Salazar, Peter Evans, Eric Kuhn, Grady McNeill, and Ule. Salazar raised the management issue of limited staff resources. There was strong consensus that the Board staff should be involved in the process to develop the EIS. 9. TNC Water Rights Donation (12:30 - 12:32 p.m.) Gene Jencsok briefly reported that a change application was filed in water court on August 11, 1992 requesting a change in the water rights donated by The Nature Couservancy from historic uses to instream flow uses. Chairman Martineau recessed the meeting for lunch at 12:32 p.m. Recess (12:32 p.m.) 27. Lunch with the WIldlife Commission Wednesday Afternoon. September 16. 1992 28. Call to Order (1:59 p.m.) Chairman Martineau called the meeting back to order at 1:59 p.m. and there was a quorum. Present were Salazar, Harrison, Smith, Martineau, Lochhead, Eisel, Meyring, Simpson, and Lile. Jennifer Gimbel represented Gale Norton, AG, and Grady McNeill represented Perry Olson, DOW. Jackson, Sheftel, and Wright were absent. Sheftel arrived at 2:08 and left at 4:15. Peter Evans represented Ken Salazar after 2:39. Jennifer Gimbel left at 3:44. Eisel left at 3:55.
