2. Water Education Projects

Grantee/Contractor: CWCB

Amount of Request: $50,000

Product Produced: The Colorado Water Congress's (CWC) Education Committee is in the
process of developing a five-year education program tjJ.at builds on the CWCB Water Education
Initiative now underway. The CWC is expected to present its long-term proposal in November
2001, The funds would be used to compliment fundin~ the CWCB would provide and help
others develop their own materials. This is especially (rue in the area of evaluation and
assessment of materials to ensure compliance with state standards.

Water planning relationship: The project will improVe public understanding of the value of
water as a scarce natural 'resource. This will help local and regional water planning efforts where
public understanding and input is important.

Flood Protection Program

1. Statewide Drainage/Floodplain ManagemeIit Criteria Manuai, Phase II

Grantee/Contractor: CWCB

Amount of request: $125,000

Product Produted: The Criteria Manual will be used by local governments to standardize the
methods of flOOdplain management and engineering i1tvestigation. Phase II of the Criteria
Manual is to be completed December 2002

Water Planning relationship: Urban Drainage and ~lood Control District has created a Criteria
Manual that is very specific to large urban areas, the Statewide criteria manual wlI1 be designed
to be used by local governments in all of the major riter basins in Colorado. Standardized
methods and procedures will be provided in the manual as a guideline for local governments as
to the proper methodologies to do floodplain deSignations, floodplain mapping projects, multi-
objective studies and flood protection projects.

2. Prowers County Floodplain Mapping

Grantee/Contractor: Prowers County d.b.a. Southeastern Land & Environment

Product Produced: The County will produce a floo<IPlain study, updated FEMA Maps, and an
assessment of flood mitigation projects, and possibly afflood mitigation demonstration project. The
project is located in Prowers County along a two-mile stretch of the Arkansas River to both the east
and west of the City of Lamar. The Arkansas River flows adjacent to the city limits immediately to
north of the City of Lamar. :

Water planning relationship: Southeastern Land ant' Enviromnent is a Prowers County agency
that is responsible for Enviromnental Health, Disaster anagement, Land Use, and Floodplain
Administration. This project would impact apprOluma ly 10,500 city and county residents. Prowers
County has adopted a flood mitigation plan, an Atkarujas River Steering Committee organized, and
two flood mitigation projects either have been completed or are in progress. Prowers County has
joined efforts with the City of Lamar, and the CWCB to accomplish these goals. Future funding
