The information will be as a tool'in working <br />with interested parties to identify areas where ISF water rights could be used to address <br />regulatory issues resulting from federal laws like the Ebdangered Species Act. <br />I <br />, <br />The prioritized listing of streams will provide the CWqB with the information needed to <br />properly locate gaging stations. Recreational Instream Flows, Quantificatio~ of Beneficial Use <br /> <br />Grantee/Contractor: Division of Water Reso~ces (DWR) and CWCB. <br /> <br />Amount of request: $80,000 <br />.I <br />Product Produced: Expert reports and analysis. The ct:WCB staff has opposed applications for <br />recreational instream flows in amounts that far exceedlaverage flows in critical months. The <br />eWCB would use the funds to contract with experts tcj determine what amount of water is <br />reasonable and appropriate to accomplish the desired r,ecreational purposes. Cost sharing would <br />depend on factors such as the cost of the experts, whether settlement may occur, and whether <br />legislation is adopted regarding these types of applications. <br /> <br />Water planning relationship: This is a statewide eff~rt to assure that the State's water <br />resources are utilized to the maximum amount possib~e. <br />I <br />3. Instream Flow Protection, de minimis Studt <br /> <br />Grantee/Contractor: CWCB. <br /> <br />Amount of request: $40,000 <br /> <br />Cost share and partners: The eWCB has adopted roles that provide that the Staff is not to <br />enter into cases that would affect an instream less thaj1. I percent of the water right. This policy <br />was adopted, in part, so small water users would not ~ave the burdens of providing 100 percent <br />protection to the CWCB's instream flows. This polic~ has been in effect for almost a decade. <br />This study would examine how effective the de miniijUs rule has been. <br />I <br />Product Produced: Study. <br /> <br />Water planning relationship: This is a statewide effort to assure that the. State's water <br />resources are utilized to the maximum amount possible. <br /> <br />4. Instream Flow Administration , <br />I. <br />Grantee/Contractor: Division of Water Res~urces (DWR) <br />I <br />Amount of request: $30,000 I <br /> <br />Cost share and partners: This partnership will be b1etween the CWCB Stream and Lake <br />Protection Program staff and the Division of Water Resources (DWR) offices in Division I <br />through 7. This project will be a continuation ofthe:pilot-monitoring project, which will start in <br />July of2001. <br />
