Instream Flow Program - Statement of Opposition - Mesa Antero <br />Tape 2, Start/Stop: 5271 - 5300 <br />Action: A motion was made by Allen Davey that the Board ratifY this statement of <br />opposition. The motion was seconded by Alan Hamel and approved <br />unanimously (8-0). <br /> <br />16d. Instream Flow Program - Statement of Opposition - Gypsum Ranch <br />Tape 2, Start/Stop: 5300 - 5320 <br />Action: A motion was made by Eric Kuhn that the Board ratifY this statement of <br />opposition. The motion was seconded by Ray Werner and approved <br />unanimously (8-0). <br /> <br />17a. Instream Flow Program - Water Acquisition Program - City of Aspen <br />Tape 2, Start/Stop: 5320 - 5990 <br />Action: A motion was made by Eric Kuhn that the Board ratifY this proposed inter- <br />governmental agreement, and notifY Pitkin County of this actions, giving <br />them 30 days to respond if they have concerns. If there is no response, the <br />agreement will be executed. If they have concerns, the issue will be moved <br />to the next meeting. The motion was seconded simultaneously by Ray <br />Werner and Allen Davey and approved unanimously (8-0). <br /> <br />17b. <br /> <br />Instream Flow Program - Water Acquisition Program - Water Rights Valuation Issue <br />Tape 2, Start/Stop: 5990 - 6200 <br />Tape 3, Start/Stop: 0001 - 0081 <br />Action: This was an informational item; no action taken. <br /> <br />18. <br /> <br />Instream Flow Program - Acceptance ofInjury with Mitigation - Town of Telluride <br />Tape 3, Start/Stop: 0081 - 0632 <br />Action: A motion was made by Eric Kuhn that the Board accept the staff <br />recommendation to ratifY the "Instream Flow Mitigation" plan and authorize <br />the CWCB Director and the AG's Office to enter into a stipulation and <br />decree incorporating the plan.
