<br />. <br /> <br />Tape 4, <br />Action: <br /> <br />start/Stop: 2204 - 2702 <br />This was an informational item, no action was taken, although it was <br />suggested that this information be taken to the other states and that a <br />different percentage share be suggested that better reflects the actual <br />compact share percentages. <br /> <br />29h. Colorado River Issues - Grand Valley Water Management Program <br />Tape 4, Start/Stop: 2716 - 2838 <br />Action: A motion was made by Janice Sheftel that the Board pursue a legislative <br />change in this year's construction bill related to this program's authorization <br />that replaces "Fish and Wildlife Service" with a provision that gives <br />Recovery Program participants greater flexibility.. The motion was <br />seconded by David Smith and approved unanimously (8-0). <br /> <br />29i. Colorado River Issues - San Juan Recovery Program and Section 7 Consultation for <br />City of Durango <br />Tape 4, Start/Stop: 2838 - 2987 <br />Action: A motion was made by Janice Sheftel that the Board support the actions of <br />the staff in its position to the Service that either the depletion to the City of <br />Durango comes out of the ALP Project and there is no additional mitigation <br />charge, or to treat this as a new project and charge them $50,000, but <br />consequently not reducing the ALP project by this amount. The motion was <br />seconded by Eric Kuhn and approved unanimously (8-0). <br /> <br />. <br /> <br />29j. Colorado River Issues - Multi-Objective Floodplain Management Study for the <br />Roaring Fork <br />Tape 4, Start/Stop: 0000 - 0000 <br />Action: This was an informational item, no presentation given. <br /> <br />30. <br /> <br />. <br /> <br />Instream Flow Program - Changes to the Rules Governing the Instream Flow and <br />Natural Lake Level Program <br />Tape 4, Start/Stop: 1030 - 2204 <br />Action: A motion was made by Janice Sheftel that the Board adopt the Statement of <br />Basis and Purpose as contained in Attachment B with the exception of <br />deleting reference to 13.01; to adopt the rules as discussed, largely contained <br />in Attachment A, such rules to be effectively immediately. Amendments to <br />Attachment A would reflect 5.23 as in Attachment A, 10.23 as contained in <br />the Anderson Dude letter, with exceptions that the word "plan" in each case <br />as it appears will be changed to "program", and that the words "instream <br />flow" will reflect the style ISF that is contained in the rules previously. On <br />Rule 10.4, it will be as suggested in Attachment A. Also Rule 10.5 as in <br />Attachment A, 10.5.1 in Attachment A, 10.5.2 as in Attachment A, 10.5.3 as <br />in Attachment A, 10.5.4 as in Attachment A, and 12.01 will be modified <br /> <br />Minutes January 28-29, 1998 <br />
