9. Incorporate the results from Tasks 5 through 8 into a coherent and replicable PMP
methodology, which provides a logical step from the current PMP methodology and uses
models or modeling steps, which can be used by all PMP practitioners. I
10. Evaluate other physical mechanisms for extreme precipitation events not specifically stated .
in these tasks.
II. Develop a STATE MODEL which is representative of Colorado climatological and
meteorological extreme events.
12. Conduct hearings and discussions with user groups to solicit an acceptance of the new
STATE MODEL

B. PHASE II-Part B

I. Reconfirm the conditions for use of the 2-D and 3-D modeling procedures in the "State
Model".
2. Demonstrate the precipitation parameters which are applicable to the selected regions and
basins.
3. Acknowledge any orographic and elevation design parameters that must be considered in
extreme precipitation investigations.
4. Create a.digital format or map presentation for the determination of precipitation values that
can be used for basin and watershed hydrologic analyses.
5. Develop a users manual for the "State Model".

7. RELATED PROJECTS

The CWCB and SEO (State) recognize that this project is a research and scientific one. The I
. State feel that it is a very important one because the final product will develop a procedure
that should produce more reasonable and representative precipitation criteria and data for
Colorado hydrologic analyses. In addition, procedures will be developed which will be used
in the design and construction of safe dams and reservoirs for the State of Colorado. All
SOQ's must carry a statement or listing of satisfactory completed projects, which are similar
or comparable in scope to this request.

8. CONTRACTOR'S PRESENTATION

A. Study Approach - To assist the State in the selection of a contractor, the
applicants/contractors must provide a project vision and understanding of the "Scope of
Work" for the Project. The SOQ must present an approach, which will address the
directives and tasks as outlined in this "Scope of Work" and other tasks, and activities
that may be included in the final contract for the satisfactory completion of the project.

B. Personnel and Experience - To assist the State in the contractor selection process, the
applicant/contractor must provide the personnel and their relevant experience that will be
performing the project tasks and relate4 activities:
. Project Management i ,.~., .
. Research and Investigation 6'fthe' Basic Data
. Development of the Project Assumptions
.
