Project Continuation - Status Report

At the November 1998 Board meeting, staff received direction for the Board to continue with the
joint CWCB/Albuquerque Corps study effort which will be funded and cost-shared under the
Corps' Section 22 Planning Assistance To States Program. The study area (herein after referred
to as the Upper Reach) will extend from John Martin Reservoir upstream to the Pueblo/Otero
county-line.

Furthermore, the Board instructed staff to prepare language to be included in the 1999
Construction Fund bill which will authorize the appropriation and expenditure of $50,000 for this
purpose. The staff has prepared said language and provided it to the Construction Fund section
chief. The staff has reviewed the Construction Fund budget and amended the November
approval regarding the expenditure to an amount of $40,000 instead of$50,000.

This study initiative will have the same objectives as outlined in the current Scope of Work in
the Lower Reach. In addition, a comprehensive groundwater analysis for the Upper Reach is
currently being conducted under a cooperative agreement between the CWCB and U.S.
Geological Survey. Results from this analysis will be coordinated and utilized in the channel
conveyance study effort, as applicable.

The study objectives for the Upper Reach are:

I. Contract for detailed mapping and the development of a digital terrain model.
2. Groundwater analysis to determine quantities in the area from the headgate of the Fort Lyon
Canal to Bent's Old Fort.
3. Hydraulic river modeling for estimating channel capacities at selected locations.
