<br /> <br />Basin. <br /> <br />There ensued a general discussion of pasture land irrigation and the <br />relation of the livestock industry to a plan of water development. Mr. <br />Silmon Bmith stated that he did not think that the fish and recreati anal <br />values in the Gunnison Watershed had been sufficiently covered by the pro- <br />posed Bureau report. <br /> <br />Mr. C. E. Hagie of the Colorado Game and Fish Commission, explained <br />that his Commission is very much interested and concerned with respect to <br />project development proposed by the Bureau report, and requested that his' <br />Commission have an opportunity during the oourse of the investigation of the <br />proposed Gunnison-Arkansas diversion projeot to go over the plans in order to <br />determine whether they in a major way proteot the fish and wildlife interests. <br /> <br />The meeting recessed at 12,30 p. m. to reconvene at 2,00 p.m. <br /> <br />AfternooilSessiori ..'ilanuary 9. 1945 <br /> <br />The meeting reconvened at 2,00 p. m. and was called to order by Vioe- <br />Chairman Chris Wallrich. <br /> <br />Judge John B. O'Rcurke brought up the question of. the payment of <br />expenses of Board members in attending meetings and other business connected <br />with the activities cf the Bcard. He felt that consideration should be given <br />to the intrcduction of a Bill in the Legislature which would authorize a per <br />diem allowance for subsistence when Board members were engaged in the business <br />of the Board, and in addition thereto they should be allowed their actual <br />traveling expenses. <br /> <br />It was moved by Silmon Smith and seconded by El Roy Nelson <br />that the Di:reotor investigate the .possibilities of obtaining the <br />passage of a Bill to accomplish the purposes suggested by Judge <br />O'Rourke; and that the Direotor oonsult with other :rersons in <br />other departments having similar problems; and that if he finds a <br />possi bility exi sts for securing the passage of suoh a Bill. he pre- <br />pare it and use his efforts to obtain its passage by the Legislature. <br /> <br />The motion was unanimously carried and deolaredpassed. <br /> <br />Thereupon the Board entered upon a discussion of general policies to <br />be considered in the preparation of the final statement of Colorado for sub- <br />mission to the Bureau of Reclamation. Without formal action. it ~as agreed: <br />,..'" -- <br /> <br />(1) That C. L. Patterson, Chief Engineer of the award, shall t-ake <br />into consideration the various written 'and oral statement:S' presented to the <br />Board and by any member of the Board, and he requested :Ii'() prepare a statement <br />for a further consideration of the Board at a subsequen~ meeting. <br /> <br />(2) That in general terms the Patterson report\~resented at this <br />meeting is approved by the Board as a basis for the finaJ., statement of Colo- <br />rado. <br /> <br />(3) That any comprehensive plan of development of the Colorado River <br />Basin should recognize the terms of the Colorado River Compact. <br />
