<br /> <br />It was !'loved by Direotor Stone and seconded by Silmon Sroith <br />that a comr~ttee of three be appointed to confer with Mr. Beise, <br />other members of the Bureau of Reclamation and with LJ@an Wright, <br />others from the San Luis Valley, and all other interested groups <br />for. the purpose of reviewing pr opased amendments to the Conservancy <br />District Act of 1937. <br /> <br />The motion was unanimously carried and declared adopted. <br /> <br />Vice-Chairman Chris Wall rich appointed Director Stone, J. M. Dille <br />and Judge John B. O'Rourke to serve on the committee. <br /> <br />The meeting recessed at 5~00 p. m., Monday, January 8, 1945, to re- <br />convene Tuesday at 9130 a. m. <br /> <br />Tuesday - January 9. 1945 <br /> <br />1 <br />I <br />11 ; <br />I' <br />I! <br /> <br />The meeting reconvened and was called to order by Vice-Chairman Chris <br />Wallrich at 10100 a. m., January 9, 1945. <br /> <br />George M. Corlett of Monte Vista, Colorado, representing water users <br />in the Rio Grande area, called the Board's attention to the request which had <br />been made by the State of New Mexico for a revision of ceI:tain schedules of <br />water deliveries contained in the Rio Grande Compact. He expressed the opinion <br />that this request of New Mexico presented serious questions of policy for the <br />State of Colorado. He stated that at a later date he might be called upon to <br />present some of the problems involved for the considerat.ion of the Board. <br /> <br />,. <br /> <br />Henry C. Vidal presented the comments and statements of the water <br />users in the Arkansas Valley wi th respect to the proposed Colorado River Basin <br />report of the Bureau of Reclamation. He explained that a written statement <br />had been fi led with the Director. He cormnented upon the fact that water users <br />in the Arkansas Valley had formed an associati on known as the "Southeastern <br />Colorado Water Users Association," and that one of the principal functions of <br />that organization was to promote and actively participate in the investigation <br />and ultimate authorization of a project to export water from the Colorado Riyer <br />Basin for use within the Arkansas River Basin. He emphasized that the Arkansas <br />Valley was wi lUng to comply with the' policy of the State of Colorado and the <br />Colorado Water Conservation Board with respeot to the protection of present and <br />potent ial uses wi thin the Colorado River Basin in working out plans for a trans- <br />mountain diversion project. <br /> <br />i <br />,:'1 <br />" I <br /> <br />i,'I", <br />',I <br />" <br />.,1 <br /> <br />I' <br />II <br />'I <br />I, <br />Ii <br />ill <br /> <br />I, <br />:I <br />,I, <br />" <br />'I <br />" <br /> <br />Mr. Ed L. Dutcher presented the statement of the Gunnison Water Users <br />Association with respect to the proposed Colorado River Basin report of the <br />Bureau. of Reclamation. He emphasizedl (1) that the report does not fully <br />cover the use of water for recreational and wi IdUfe purposes; (2) that it <br />does not give sufficient considerati on of all potential projeots within the <br />Gunnis on watershed; and (3) that it does not adequately discuss nor make pro- <br />vision for the use of water for pasture land irrigation. <br /> <br />Ralph L. Carr, representing the Gunnison County Watershed Conservation <br />Committee, supported the statement of Mr. Dutcher and emphasized that the <br />Bureau report does not give sufficient information and facts to enabJe an <br />intelligent approval or disapproval of it. He emphasized the recognition of <br />recreational values in basin development. He requested. that the statement of <br />Colorado which is to be submitted to the Bureau of Reclamation emphasize the <br /> <br />prote~tion of present and potential uses of water within the Colorado River <br />
