8

after Governor Vivian came into office he expressed a desire that the
Board give consideration to a flat salary rather than a per diem
payment for the services of Mr. Tipton. It was also pointed out
that, because of pending project development investigations in the Rio
Grande Basin and greatly increased work in connection with Colorado
River development, Mr. Tipton's services would probably be. required in
an increased amount.

After discussion, it ~~s moved by Mr. Dille and seconded
by Mr. Pughe that Royce J. Tipton be retained by the Board as
Consulting Engineer and for such services he be paid $350.00 per
- month.

I

After further discussion and en separate vote being taken
by inquiry made by the Chairman of each member of the Board
present, the motion was. unanimously carried and declared adopted.

Thereupon the Direotor read to the members of the Board' a statement
he had prepared for submission to the Civil Service Commission and to
the Governor. The statement concerned the desirability of a change in
the classification and salaries of members of the staff of. the Colorado
Water Conservation Board. It indicated that, because of resignations
resulting from inadequate salaries, the Board would soon find itself
without adequate personnel to carry on its work. The Director asked
that the Board take action on his statement and if approved,' he be
authorized to see what could be done toward, such reclassifications
-and salary increases through conference with the appropriate State
officials. He explained that there is adequate money in the funds of the
Board to make the salary increases recommended.

Thereupon it was moved by Mr. Dille and seconded by
Mr. Bailey that the statement of the Director' be approved and that
he be. authorized to contact the appropriate State officials in an
effort to determine what can be accomplished toward reclassification
and salary adjustments for members of the staff of the Colorado
Water Conservation Board.

The motion was unanimously carried and declared adopted.

The meeting adj ourned at 5 :40 P.M., May 17, 1946.

Jk~

Vice-Chairman

I

t?
