Corps of Engineers <br />District iiIlgineer" <br /> <br />After discussion, it was moved by Director Stone and seconded by <br />Mr. Pughe that the Board approve the foregoing report of the special <br />committee. and that the report togetHer with the letter dated May 14. <br />1946, from Colonel Johnston of the Corps of Engineers. be made a part <br />of the record. <br /> <br />The motion was unanimously carried and declared adopted. <br /> <br />The meeting recessed at 12.10 P.M.. to reconvene at 2.00 P J1. <br /> <br />AFTERNOON SESSION <br /> <br />The meeting reconvened and was called to order by Vice-Chairman <br />Chris Wallrich at 2:00 P.M. <br /> <br />I <br /> <br />Director Stone. J. M. Dille and Jean S. Breitenstein. Attorney for the <br />Board. reported concerning the status of the proposed agreement between the <br />Laramie River water users and the exporters of water from tOhe basin. The <br />history of the agreement which had been in effect for several years was <br />reviewed and it was explained that the water users within and outside of the <br />basin were apparently willing to continue the arrangement for another year <br />but without a formal agreement. <br /> <br />Thereupon Mr. C. L. Patterson. a member of the Arkansas River Compact <br />Commission. was called upon to report concerning,compact negotiations <br />between the States of Colorado and Kansas on the Arkansas River. Mr. <br />Patterson reviewed the unsuccessful efforts which had been made to agree <br />upon a temporary operating agreement respecting the release of water from <br />John Martin Reservoir for the season 1946.
