<br />C. Fiscal Year 2006 - 2007 Requests <br /> <br />The following is a summary of the requests we received from constituents and developed internally. I <br /> <br />Water Supply Protection Program <br /> <br />1. Statewide Water Planning and Local Water Planning Grants <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $250,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Product Produced: We will continue to use the money to address local needs for planning assistance <br />that directly related to implementing the CWCB's Strategic Plan, the Drought Assessment, and the <br />Statewide Water Supply Initiative. The CWCB's Statewide Water Supply Initiative will result in a list <br />of alternatives ranked in order of priority. These funds will be used, in part, to help entities that have <br />developed an alternative, but need to do further study regarding feasibility. The funds will also be used <br />to get cooperative efforts "off the ground." <br /> <br />Water Plauning Relationship: The SWSI process has highlighted the need for funds to support local <br />planning efforts. This need is expected to continue, <br /> <br />Recommendation: Staff gives a high recommendation to funding of this project because the <br />information produced and made available will provide a consistent, factual basis for local and statewide <br />water planning efforts. <br /> <br />2. Colorado River Compliance <br /> <br />I <br /> <br />Beneficiary/Grantee/Contractor: <br />Amount of Request: <br /> <br />CWCB, Various <br />$100,000 <br /> <br />Ranking: <br /> <br />Medium <br /> <br />Product Produced: This study would analyze water rights in an attempt to determine who would be <br />impacted by enforcement of certain provisions of the Colorado River Compact of 1922, Since the <br />cuncat drought bega.'1 in 1999, a steady decline of water levels in reservoirs, used to help administer the <br />Colorado River Compact, has occurred, In an effort to effectively plan water usage, it is necessary to <br />analyze and determine the effect various scenarios of Compact administration could have on certain <br />decisions (e.g" the development or expansion of reservoirs or the curtailment of existing uses of water). <br />This report would then be continually updated and coincide with other activities currently being <br />undertaken, and to help avoid a crisis. <br /> <br />Water Planning Relationship: This request would enhance the Board's ability to provide <br />assistance to Colorado River water planners more effectively with workable solutions in advance of any <br />crisis. <br /> <br />Recommendation: Staff gives a medium recommendation to funding of this project since a crisis is <br />not imminent. The Staff may recommend this item receive a high recommendation next year, should the <br />drought continue. <br /> <br />4 <br />
