Agenda Items 7,8, and lOb, December 3-4, 1981, Board
Meeting--Staff Response to Board's September Directive

Introduction

At its September meeting, the Board directed the staff to:

(1) Examine the potential for reformulating and providing
at least partial state financing for the West Divide, San Miguel,
and Grand Mesa projects,

Review the proposal to provide 100 percent state
for a scaled-down version of the Fruitland Mesa

(3) Examine the possibility of providing front-end
cost-sharing for the Narrows and Animas-La Plata projects,

(4) Recommend a program to provide funding for the repair
and rehabilitation of projects which have dam safety problems,
and

(5) Review existing state financing mechanisms and the
constraints thereon, particularly insofar as grants are
concerned.

Agenda itmes 7, 8, and lOb constitute the staff's initial
response to this directive. In addition, agenda item 7 covers
the proposed projects which have come through the regular
procedures of the construction fund program.

Summary

I

The staff's initial response to the Board's directive may be
summarized as follows:

(1) After consulting with the Colorado River Water
Conservation District and the West Divide Water Conservancy
District about the West Divide project, it was concluded that the
