The existing delivery system consists ofa combination of unlined ditch and pipeline segments.
The ditch was constructed around 1900 and the pipeline section in the 1960's and 70's. The GIC needs to rehabilitate
the diversion and headgate as-soon-as possible since there is danger that the diversion structure may fail. The Natural
Resource Conservation Service, Glenwood Springs Office, is working on the completing the design. Project is
tentatively schedule to be constructed late November, 200 I.

16. John Peroulis & Sons Partnership - Martin Cull Dam Rehabilitation

Authorization: Small Project Loan
Water Source: Fortification Creek
Terms of Loan: $100,000@5.0% for 30-years

County: Moffat
Project Yield: 250 acre-feet
Project Type: Rehabilitation

The JPSP operates the Martin Cull Reservoir for storage of irrigation water for use on 450 acres owned by the
Partnership. The dam was constructed in the 1950's, it is a Class 3 structure, 53 feet high, and impounds 250 acre-feet
of water. In the summer of2000 a slide occurred on the upstream slope of the dam as water was being released for
irrigation. The toe of the slide covered the upstream end of the outlet, damaging it and leaving in inoperable.
Northwest Colorado Consultants, Steamboat Springs, Colorado, are currently working on design plans and
specifications to rehabilitate the dam. The project is tentatively scheduled for construction in December of 200 I.

17. City of Victor - Victor No.2 Dam Rehabilitation

Authorization: Construction Fund County: Teller
Water Source: West Beaver Creek Project Yield: 180 acre-feet
Terms of Loan: $600,000 @3.75%for20-years Project Type: Rehabilitation

This project involves the rehabilitation of Victor No.2 Reservoir, which is the existing municipal water supply for the
City of Victor. Cracks in the dam embankment were discovered in 1984 and the spillway was lowered in the response
to restrictions by the State Engineer's Office. The lowering of the spillway resulted in loss of storage of approximately
23 acre-feet. The existing spillway is inadequate per the current Rules for Dam Safety. The City is concerned that the
State Engineer's Office may place further restrictions on the reservoir if the dam is not rehabilitated. The City has
hired the final design plans to be prepared by Knight Piesold, Denver, Colorado. The design has been completed and
has been approved by the State Engineer's Office. The project has been bid and the City is currently negotiating with
the Contractor on a start date. Tentative start date appears to be spring of2002.

32
