Larimer County - Drv Creek Multi-Obiective Floodplain Proiect.

Authorization:
Water Source:
Terms of Loan:

SB 96-152, Amended SB 97-8 County: Larimer - N. of Ft. Collins
Dry Creek Basin Project Yield: N/A
$920,000 @4.25% for 3D-years Project Type: Flood Mitigation

Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area located within
Larimer County. The uppermost portion of the basin consists of range land and irrigated pastures. The lower portion
of the basin within the city limits of Fort Collins consists of commercial, industrial, and residential development. Over
the years the lower 2/3 of the Dry Creek floodplain corridor has almost been completely eliminated due to
development. The 100-year runoff for Dry Creek is 5,022 cfs. The intent of the project is to control floodwaters in
the upper basin area by means of detention facilities to reduce the peak discharge from 5022 cfs to 500 cfs above the
Weld Canal, utilize a specific reach of the Weld Canal to transport the 500 cfs, and construct approximately 1.5 miles
of new open channel from the Weld Canal to a designated point along Dry Creek, located downstream of existing
development. The proposed improvements would remove over 800 structures out of the Dry Creek regulatory 100-
year floodplain. The project is currently in the feasibility/preliminary design phase. Tentatively the project schedule
is contingent upon future loan approval, which is currently planned to be presented to the Board at the November 2001
meeting. Assuming loan approval, construction is scheduled for the summer of 2002.

9. The Town of Monument Monument Dam Rehabilitation

Authorization:
Water Source:
Terms of Loan:

Severance Tax Trust Fund
Monument Creek
$2,081,000 @5.50% for 30-years

County: EI Paso - W. of Monument
Project Yield: 450 acre-feet
Project Type: Dam Rehabilitation

Monument Lake is located on Monument Creek on the west side of the Town of Monument. The existing reservoir
capacity is approximately 300 acre-feet, which is planned to be increased to 450 acre-feet be means of dredging. The
existing lake is under limited storage by the State Engineer's Office, due to deteriorated outlet works, tree growth on
the dam face, and inadequate slope protection and spillway capacity. The proposed project involves rehabilitating the
spillway, outlet works, and dam embankment, to include; replacement of the existing outlet spillway chute below the
spillway crest, removal and replacement of the top 10 feet of the dam embankment to clear all existing vegetation,
replacement of the outlet works with a new 24-inch steel pipe, and the removal of approximately 150,000 cubic yards
of sediment from the lake bottom. Boyle Engineering, of Littleton, Colorado, has completed the design and the project
is currently in the bidding process. Construction is tentatively scheduled for fall of2002 due to right-of-way conflicts.

10. Pine River Irrigation District - Pump and Pipeline Proiect

Authorization:
Water Source:
Terms of Loan:

HB 00-1419 Severance Tax County: La Plata
Pine River Project Yield: 1,600 acre-feet
$341,000 @3.50% for 20-years Project Type: Distribution System

The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately IS miles north of
the Town of Bay field. The eastern half of La Plata County is considered a water critical area, meaning that all oftfiewater
in the basin is used during certain periods. Most of the people in this area are utilizing groundwater resources that have
limited quantity and are of relative poor quality. The purpose of the project is to provide a rural water system that is
adequate in quantity and quality to the water critical areas in La Plata County. The overall project has many components,
however, this particular loan is for diverting water from Vallecito Reservoir to a pressurized treatment plant The proposed
project involves tapping into the existing outlet tunnel, constructing a 500 foot pipeline to convey water to the treatment
plant, a bridge over the spillway chute, and a pump when the reservoir water level is low or to pressurize the treatment
plant. The project currently on-hold pending resolution of other outside funding issues.

II. Dolores Water Conservancv District - WETPACK

30
