<br />WCRC staff met with five interested consultants to tour the watershed upstream of Creede to review ,~ome of <br />the problems to be studied. CWCB staff has prepared, revised, and finalized a scope of work for the study <br />and some other documents for an RFP packet, in cooperation with WCRC. On Oct. 22, the packet was sent. <br />to the interested consultants. In two weeks, the CWCB and WCRC staff will select a consultant. The study <br />will address problems with debris and erosion in the watershed upstream of Cree de and with concerns about <br />floodwaters being guided successfully into the Corps flood control flume through Creede as part of an effort <br />to enhance Willow Creek after decades of mining impacts, <br /> <br />RGDSS Status Report: Development of the Rio Grande Decision Support System (RGDSS) is now in the <br />final stage of a three-year, $4,960,000 effort. Most of the tools and models for RGDSS have been developed <br />or are nearing completion. <br /> <br />The Consumptive Use and Water Budget contract is 100 percent complete. Leonard Rice Consulting and <br />Agro Engineering have provided all deliverables, including the consumptive use model, the water budget <br />model, and the irrigated acreage coverage. These models and GIS coverages, along with documentation, are <br />available on the web site for Colorado's Decision Support Systems (cdss.state.co.us). <br /> <br />Both the Relational System Integration (Riverside Technology) and the Spatial System Integration (HDR <br />Engineering) contracts are approximately 90 percent compl,ete. Products and documentation from these <br />contracts are also available on the CDSS web site; these products include databases and data viewing and <br />manipulating tools from Riverside Technology, and comprehensive GIS coverages from HDR <br /> <br />The Surface Water contract (Hydrosphere) is approximately 85 percent complete. Monthly surface water <br />modeling has been completed, and documentation is available on the web site. The major tasks remaining <br />include completing daily surface water modeling, a planning scenario model application, and incorporation <br />of revised ground water model results for return flow timing into the surface water model. <br /> <br />The Ground Water contract (HRS Water Consultants) is also approximately 85 percent finished, Complete_ <br />field investigations include the installation of 15 wells into the confined aquifer with accompanying pumpinJl' <br />tests; documentation is available on the web site. Steady state and average monthly ground water modeling <br />are mostly complete, with model development documentation available on the web. Major tasks remaining <br />include (a) updating the hydrogeologic database and previous modeling with new aquifer parameter values <br />and (b) fully transient monthly modeling. <br /> <br />San Juan and Dolores River Issues <br /> <br />Dolores River Floodplain Tour: We inspected several gravel mining operations near Dolores at the request <br />oflocal citizens following our September meeting. The citizens were concerned that the gravel mining was <br />negatively impacting the floodplain. We have not found this to be the case and have prepared a detailed field <br />report for the county and the citizen's group. We are recommending that in the future, floodplain elevation <br />information be included on Mined Land Reclamation maps. <br /> <br />ALP: The San Juan Water Commission of New Mexico and the Animas-La Plata Water Conservancy <br />District of Colorado both elected to pay for their respective shares of Project water prior to construction, <br />thereby saving the expense of interest during construction. The Animas-La Plata District accomplishe,nhis <br />by assigning their project water to the Colorado Water arid Power Development Authority and was thereby <br />able to use $7,256,750 of the $42,400,000 held in escrow by the Authority for the Animas-La Plata Project. <br />In order to accomplish this a number of previous agreements had to be amended. One of those agreements <br />was the "Agreement in Principle Concerning The Colorado Ute Indian Water Rights Settlement And Binding <br />Agreement For Animas-La Plata Cost Sharing." Board Staff participated in the negotiations leading to the <br />amended agreement, which was signed by both the Colorado Attorney General and the Governor on <br />November 7 and 8 respectively.
