We <br />expect to have a response letter ready before the end of this month and will also send each CWCB member a <br />copy of that letter. <br /> <br />Town of Otis Flood Studies: Since July 2001, the Flood Protection staff has been responding to concerns on <br />the part of two citizens in the Town of Otis (northeastern Colorado, approximately 35 miles east of Brush, in <br />the Republican River Basin), regarding the floodplain delineation for the Southwest Drainage in Otis. <br />Detailed field visits and field surveys have identified some shortcomings in the original 1986 flood <br />hydrology. A hydrology report is being finalized by CWCB staff that substantially reduces the original <br />flows. The revised values will be presented to the town prior to the development (with funding shared by the <br />town and the CWCB) of a floodplain study for the Southwest Drainage. The study will provide detailed <br />flood elevation and floodplain boundary information, along with a reconnaissance analysis of potential flood <br />hazard mitigation alternatives for the southern portion of Otis that is affected by flooding from the Southwest <br />Drainage. <br /> <br />Chatfield Reservoir Reallocation Study: CWCB staff met on Oct. 11 with Denver Water, Central Water <br />Conservancy District, Centennial Water Users Association, to address water users needs and concerns for the <br />Chatfield Reservoir "Storage Use Patterns investigation" project. The Chatfield Study Group met on Oct. 17 <br />with State Parks representatives regarding recreational aspects of the study. This investigation is a subtask of <br />the major tasks for the Chatfield Study and is geared at clearing the water rights picture for water users with <br />interest in the reservoir space, The objective of this subtask is to develop water availability, use patterns, and <br />reservoir operations for four different reservoir space allocations 2900 AF, 4,500 AF, 7,700 AF and 20,600 <br />AF. A Request for Qualifications for the storage use patterns investigation was issued by the Department of <br />Natural Resources State Purchasing to accept RFQs from qualified consultants. The Storage use patterns <br />investigation will take a few months to complete so the next Chatfield meeting will be in February 2001. <br /> <br />The Chatfield Reservoir Reallocation Study has spurred enough interest that the CWCB is a building and <br />housing a web site within the CWCB web site to provide information to interested parties. The web site is <br />still under construction but will have: meeting minutes, a timeline, published reports, graphics and maps for <br />the Reallocation Project. <br /> <br />Cherry Creek PMP Study: CWCB and its contractor Applied Weather Associates are moving along with <br />the project. The National Weather Service took 90 days to respond to a request for information so the Study <br />end date has been pushed back to March 2002. On Oct. 11 Mike White, Executive Assistant of the Northwest <br />Division of the USACE met with CWCB staff to better understand project objectives and help facilitate a <br />better relationship with the National Weather Service, Corps and the State, that works jointly to resolve <br />issues surrounding Cherry Creek Reservoir. The Corps offered full cooperation in routing the PMF and <br />review ofthe state's study once completed. As a result of this meeting on Oct. 21 a letter was sent to <br />Geoffrey Bonnin the Chief of Hydrology for the NWS in Silver Spring, MD urging the NWS to participate in <br />the study. The next scheduled meeting was Nov. 2 and the contractor hopes to have an interim report for the <br />t,echnical review panel to critique by that meeting. <br /> <br />Golden, Case No. 1-98CW448: In October, the transcriber for the Water Court for Water Division No.1 <br />requested an extension of time, up to and including Nov. 28 to file the Record with the Colorado Supreme <br />Court. The Supreme Court granted this request. Ifno future extensions of time are granted, the CWCB's <br />briefs will be due in January 2002. <br /> <br />Rio Grande Basin Issues <br /> <br />Willow Creek Reclamation Study: Using funding provided in part by the CWCB ($15,000) and in part by <br />FEMA, the Willow Creek Reclamation Corrunittee (WCRC), based in Creede, will be contracting for an . <br />Upper Willow Creek Watershed Stream Stability and Flood Control Study.
