Weare hopeful that addition~l funds may be made available again this budget <br />year based on our performance, <br /> <br />National Flood Insurance Program Meeting: On Oct. 1, Department of Local Affairs Executive Director <br />Bob Books, Colorado Office of Emergency Management Director Tommy Grier and our staff met with Doug <br />Gore, the Acting Regional Director ofFEMA Region 8, The meeting was prompted by a letter from FEMA <br />Director Joe Allbaugh to Governor Owens requesting that his Chief-of-Staffmeet with Mr, Gore to discuss <br />Colorado's continuing commitment to the objectives of the NFIP. <br /> <br />We briefed Mr. Gore, Mr. Brooks and Mr. Grier about the C:WCB's twenty-year involvement with the NFIP <br />and the many state-sponsored initiatives that support and compliment the objectives of the program. At the <br />end of the meeting Mr. Gore and his staff complimented the CWCB on their proactive approach to <br />floodplain management and flood hazard reduction an(l welcomed the opportunity to strengthen future <br />partnerships. <br /> <br />Floodplain mapping opportunities: FEMA's Cooperating Technical Partners (CTP) Program is an <br />initiative designed to maximize partnerships and increase cooperation from local and state goverrunents in <br />the floodplain mapping process. Annual partnership agreements between CTP entities and FEMA are signed <br />which allow the full benefits of the program to be realized': Colorado has received thousands of dollars from <br />the CTP program for floodplain mapping in the state. In an Oct. 26 letter, FEMA stated that its Map <br />Modernization Plan seeks to eliminate the existing ba<:klog of outdated Flood Hazard Maps and convert all <br />Flood Hazard maps to digital format. One of the goals of the plan is to increase local involvement in and <br />ownership of the mapping process. For more infonnation contact Judy at <br />(303) 749-7504. . <br /> <br />Arkansas River aasin Issues <br /> <br />Arkansas River Compact Administration: The Federal Representative to the Arkansas River Compact <br />Administration, Aurelio Sisneros, recently submitted his resignation from ARCA. The next meeting of the <br />Arkansas River Compact Administration is Dec. 11. W e ~ave not received any word on a replacement for <br />Mr. Sisneros. Other ARCA matters will be discussed wi* the Board .at your regular meeting. <br /> <br />Water Quality Meeting in Lamar: The Water Quality Control Commission (WQCC) is holding its <br />monthly meeting in Lamar on Nov. 13. The highlights of this meeting are: I} Issues Formulation Hearing <br />for water quality designation, classification and standards for the Arkansas River; and 2) informational <br />briefing by Colorado and Kansas representatives regarding issues concerning TMDLs established by Kansas <br />for the Arkansas River. I, along with Steve Miller and B~an Hatami, and Chairman Harold Miskel will <br />attend this meeting. State's Special Counsel David Robb~ns is also expected to participate in the TMDLs <br />briefing. i <br /> <br />The Agriculture Commission is also meeting in Lamar a~ this time. The commissions have coordinated to <br />hold an informal social gathering. Harold Miskel and I plan on attending. <br /> <br />Fountain Creek GIS Study Completed: Using $50,000 ofCWCB funding, a final draft GIS study of .- <br />Fountain Creek fOCUSing on stream stability, has been prepared through a cooperative effort ofCWCB staff,. <br />Pikes Peak Area Council of Goverrunents (PP ACG) staff, and URS Consultants.
