Commission that Colorado will go along on development of
say, 50% of the water allocated by the Upper Colorado
River Compact and then we would have to take another
look. Mr. Peterson said emphatically that he thought it
a bad thing to have some Ot the states have all of their
projects developed and other states still in the planning
stage.

Governor McNichols answered Mr. Peterson by say-
ing that this was the whole purpose of the Governors' pro-
gram - trying to dovetail each State's priorities and that
it was necessary the four Upper Basin States be in agree-
ment before they could go to Washington and ask for the
needed funds.

Mr. Kroeger said he did not believe that New
Mexico should come into Colorado and take water without
making provision for recreation.

MR. NELSON:

session of this meeting, Governor?"

"Why couldn't we s~marize it this
way: Unless there is objection, Colo-
rado will ask for additional time in
which to make her comments. Couldn't
we get a committee to draft these com-
ments, ask for the extension, receive
the amended comments of the people in
the area and then the committee be
asked, in the unlikely event the ex-
tension was not granted, to be in a
position to send comments to the
Secretary by the 20th."

MR. BARNARD:

"I prepared a motion in order to
reach that point. I move that the
Governor immediately request an ex-
tension of time for the comments of
the State of Colorado on the amended
report of the San Juan-Chama Project
of at least 90 days. If such exten-
sion is not granted, the Board shall
convene in special meeting on January
15, 1958."
