I will be glad to help in pre- <br />senting any facts required in considera- <br />tion of the matter." <br /> <br />Governor McNichols asked if Mr. Riter agreed that <br />if the New Mexico credits were devoted to this project, the <br />Animas-La Plata could not be built. Mr. Riter said that a <br />study made by the Bureau in 1955 showed that for an eighty <br />year period there would be some money for the Animas-La Plata <br />Project and that while the Mexican Treaty obligations are <br />binding, no one can tell what the amounts will be. He also <br />stated that under the Colorado River Compact, the Treaty is <br />satisfied first from any surplus, next out of appropriated <br />water. <br /> <br />In answer to an inquiry from the Governor if he <br />felt it would be a good thing to work out matters amicably <br />between the States if at all possible, Mr. Riter replied in <br />the affirmative. <br /> <br />Dean Crawford spoke briefly on the 3,727,000 acre <br />feet coming to Colorado under the Colorado'River and Upper <br />Colorado River Compacts and the Hill Report recommendation <br />that a conservative value for planning would be'3,l00,OOO <br />acre feet. Mr. Christy stated the:Hill Report should be <br />recognized as only a guide for planning purposes. <br /> <br />MR. EAKES: <br /> <br />"Mr. Chairman, how could the Gover- <br />nor's suggestion that further time be <br />obtained to make Colorado's comments be <br />obtained?" <br /> <br />MR. CRAWFORD: <br /> <br />"It could be done by the Governor <br />writing to the Secretary of the Inter- <br />ior asking for such an extension." <br /> <br />I <br /> <br />Mr. Peterson spoke about the fears of the people <br />of Colorado as to just how much water will be available for <br />the 26 plus projects in our State. He said that if Colorado <br />was developing her projects so that all four states came out <br />with full development at the same time, the people would not <br />have this fear; but since Colorado does have 26 projects and <br />the other states have most of their projects ready for <br />authorization; there is this fear of a shortage of water for <br />the last projects developed. He thought that a policy must <br />be established and taken berore the Upper Colorado River <br />
