McNICHOLS: <br /> <br />I <br /> <br />835 <br /> <br />"This Board is supposed to be the <br />Board that makes all the decisions on <br />water matters as they effect the State <br />of Colorado and the people of Colorado. <br />On several occasions I have thought <br />there were a lot of studies we ought to <br />make and some we ought to finish. I <br />don't see how you can ask the Board to <br />make decisions that effect the water <br />in our State if you don't give them the <br />opportunity to attend th~se meetings. <br /> <br />The Board is going to make the <br />policy and direct the Director to carry <br />out that policy. We shouldn't hesitate <br />to ask for the money we need to do the <br />job and if the Legislature doesn't give <br />it to us, I will be surprised. More <br />members should be attending these meet- <br />ings that are important to the whole <br />State and we aren't going to argue <br />about the $8,000 or $12,000 that might <br />be needed. I don't think you will find <br />the Legislature adverse to granting <br />these funds." <br /> <br />MR. BARNARD: "I move that the Director and the <br />Vice-Chairman confer with the Governor's <br />budget officer and request a,supplemental <br />appropriation in such amount as they deem <br />necessary to cover this travel expense." <br /> <br />MR. LEW WILLIA~S: "Shouldn't this cover the expenses of <br />the Upper Colorado River Commissioner as <br />well?" <br /> <br />General discussion on this subject followed in <br />which Mr. Sparks again stated that the Compact prohibits the <br />Commission from paying the expenses of the Commissioners. Mr. <br />Christy reminded the members that the Board had always paid <br />the expenses of the State representative in connection with <br />the Upper Colorado River Commission. <br /> <br />I <br /> <br />GOV. McNICHOLS: <br /> <br />"There should be no mlxlng of these <br />two funds. The Colorado Legislature can <br />set up a fund for the Commissioner's ex- <br />penses." <br />
