Carpenter that the ChaiMIB.n <br />appcint a committee of six to draft a proposed stock water reservoir bill for <br />submission to the Thirty-third General Assembly and that the committee be prepared <br />to furnish information regarding the bill to those who may be interested. <br /> <br />After further discussion the motion was carried. Governor Carr appointed <br />the following to serve on the committee: F, R. Carpenter. Chairman. Judge John B. <br />O'Rourke, George M. Corlett, A. W, McHendrie, William R. Kelly and Clifford H. Stone, <br />The Governor requested that the Attorney General serve in an advisory capacity. <br /> <br />Meeting adjourned at 12:23 to reconvene at 1:30 p, m, <br /> <br />- - - - <br /> <br />Board ueconvened at 2:00 p.m., December 13, 1940. <br /> <br />1'Ir. Stone reported on conference with John Miles, Governor of New Mexico, <br />and Thomas M. McClure, State Engineer of New Mexico, concerning the Costilla, an <br />ir.terstate river problem. Mr. Malcolm Lindsey who previously presented this matter <br />to the Board waS present and conunented. <br /> <br />Thereupon, the Board proceeded to disc:t1~s,tb.e pr~~~d surv~y and <br />investigation of underground water resources of the state. Royoe J. Tipton, <br />ConSUlting Engineer of the Colorado Water Conservation Board, made an expl811atiol1 <br />of the necessity of such an investigation and outlined the general nature of the <br />study. 1'Ir. W, N, White of the United States Geological Survey, presented the nature <br />and purpose of such an investigation and explained the manner in which the United <br />States, through the Geological Survey, would participate. Judge A, W, McHendrie was <br />called upon to discuss the underground water problem. He diseussedbriefly applicable <br />legal principle and the necessity of making an investigation of underground water <br />resources before legislation to regulate the use of such water was proposed. George <br />M, Corlett of Monte Vista, Colorado, pointed out the neoessity of making an investi- <br />gation of the underground water problem in the San Luis Valley and advocated that an <br />investigation of these resources be initiated. nalcolm Lindsey of Denver, Colorado, <br />commented upon the subject and supported the proposed investigation, <br /> <br />It was moved by Mr. Foster and seconded by Judge O'Rourke that, appreciating, <br />the importance of the underground water problem in relation to the direct flow <br />irrigation, and desirability of devising means of utilizing the underground water <br />resouroes of the State of ColoradO, the Colorado Water Conservation Board recanmends <br />to the 1egislature of the State of Colorado that an appropriation of $30,000 for the <br />biennium beginning July 1, 1941 for the purpose of cooperating with the United States <br />Geological Survey on a detailed study of the ground waters in Colorado. After further <br />discussion the motion waS passed, the Goyerno;. as a member of the BOard, not partici- <br />pating in the vote. <br /> <br />Director Stone called attention to the proposed budget for the Colorado <br />Water Conservation Board for the biennium beginning July 1, 1941 and ending on June <br />30, 1943, as revised and appearing in the minutes of the last meeting. He asked <br />that such budget in formal form be approved. <br /> <br />It was moved by Miss Pointer and seconded by Mr. Foster that the budget. <br />as the same appears in the minutes of the last meeting of November 7 and 8, 1940 <br />as read, be approved. Motion carried. <br />
