<br /> <br />25 <br /> <br />r <br />At this time a five minute recess was te.k:en and Governor Teller <br />Ammons,' Attorney General Byron Rogers, Ralph Cll1'r and George Corlett <br />entered. <br /> <br />After recess, Governor Amnons called the treeting to order. <br /> <br />Governor Ammons called to the attention of the BOll1'd the fact the <br />Bureau of Agricultural ECalomicll had developed m Texas, Kansas, and <br />Oklahoma BITJall reservoirs for wildlite and recreational purposes and <br />that Colorado should attempt to secure fsderal appropriations for <br />s1Jnilar purposes and asked that the Board authorize an invest;.gation of <br />possibilities for such reservoirs in this state. His remarks were <br />supplemented by Mr. Stone who explained the nature of these proposed <br />projects. <br /> <br />Thereupon, lIlr. George Corlett 'Was introduoed and he disoussed the <br />proposed Wagon Wheel Gap Reservoir and the reservoirs on the Conejos <br />1ihich should now be promoted and developed .because of the signing by <br />. Colorado, New Mexico, end Texas of the Rio Grande Compact. He explained <br />the difficulties that ~re now being encountered because of the objection <br />of Texas to these projects prior to the formal ratificati'on of the Compact. <br /> <br />He explained that in construction of. the Wagon Wheel Gap Reservoir <br />it is necessuy to oover up a portion of the De:lver and Rio Grande <br />Rai:u:.oad} that consideration had been given by the Creede interests of a <br />proposed abandonment of a section of the railroad in oase the Wagon Wheel <br />Gap Reservoir was constructed. He stated that the Creede interests _re <br />inclined to oooperatesnd that the railroad was also willing to cooperate. <br />He also disoussed the matter of relooation of the highway and stated that <br />the Creede interests were insisting tilat the road be located on the north <br />side of the river} that it was necessll1'Y to make a survey for that purpose, <br />and that the Highway BOll1'd and the Highway engmeers should oooperate in making <br />that survey. He asked the assistanoe of the Governor &lid the Boud in <br />securing such a survey. He e::qiained that there 1iOuld probably be eleven <br />or twelve miles of road to be built.ll1'Ollnd. the proposed reservoir. Mr. Kenneth ChalDlllrs of the Soil Conservation Service, <br />was introduced by Governor Ammons. .He referred to the matter of holding <br />flood control hearings on the Upper Rio Grande end e;q;>lained generally <br />the procedure under ?{hich the Department of Agrioulture, under Publio Bill <br />386 of the 74th Congress, proceeded to mske inves-bigations and oonduot <br />hell1'ings. He said that the purpose of tile hearing on the Upper Rio <br />Grande was for the Department of Agriculture to be able to obtain test1many <br />from interested parties as to soil and run-o:f't' oonditions effecting that <br />particulu section of the river} he stated that heuings have been oompleted <br />
