<br /> <br />24 <br /> <br />After Mr. Debler completed his statement. Governor Ammons <br />introduced Attorney General Ray E. Lee of 1f}Ioming.who discussed the <br />problems of the Four Upper States of' the Colorado River Basin. <br />General Lee was followed by Deputy Attorney General Grover A. Giles <br />of Utah. He made special referenoe,t'to the olaims of California for <br />modif'ioatis of the Boulder Canyon rojeot Aot. <br /> <br />Thereupon. it was suggested that Royoe J. Tipton. Consulting <br />Engineer of the Colorado Water Conservation Board. who was one of the <br />engineers retained by the Faot-findiDg Committee of the Upper Basin <br />States. be called upon to expldn the rate prOblem as 11811 as plan of <br />oanprerenBive development. Mr. Tipton. with the aid of maps. pointed <br />out the possibility of development within the basin. commenting on <br />the different areas.in Colorado where such developments should be lIBde, <br /> <br />Mr. Tipton disoussed tilis matter at considerable length and his <br />stat_nt appears in the stenographie report of the meeting, . <br /> <br />MEETING ADJOURNED UNTIL 1:30 IN TEE AFTERNOON <br /> <br />THURSDAY AFTERNOON .- MAY 19. 1938 <br /> <br />The meeting was called to order at 1=30 P. ll. by Chris <br />Wallrichas Vice-Chairman of the Board.. <br /> <br />Mr. Stone was oalled upon to fUrther disouss the protest of <br />the Upper Colorado River Basin States agail1llt the modifioations of the <br />Boulder Canyon Projeot Act. He outlined the nature of the proposed <br />modifioations and the objeotions offered by the Upper Basin States. <br />A disoussion followed, <br /> <br />. Thereupon. Mr. Dille moved the approval of the protest. This <br />motion was seconded by Mr. Aspmall. After disoussion. the motion was <br />unanimously passed. <br /> <br />Mr. Stone then explained that the Fact-finding Committee of the <br />Upper Basin States determined that it would be neoessary to expend <br />approximately $6.000.00 in developing the plan of oonprehansiTe develop- <br />ment of the Colorado River Basin end lIOr1d.ng out a plen of comprehensive <br />developJOOnt, lII'laning an expenditure of approximatel.y $1,500 by eaoh ef <br />the Four States. . <br /> <br />Thereupon, Mr. Foster moved that this Board authorize the <br />expenditure'of $1500.00 on behalf of the State of Colorado. This <br />motion was seoonded by Mr. Bailll7.
