Thereupon, the question of '\he applioation of the Moffatt
Tunnel Impro;vement and Development Company to seoure riglrts-of-way
for a proposed -tranSllountam diversion -through the Moffatt Tunnel,
was disoussed. A report was made by Mr. Stone of the hearing in
Washington before the Secretary of the Interior. After suoh
disoussion, it was moved by Mr. Aspinall end seoonded by Mr. Foswr
that the Board ratify the action of' Mr. Stone in upholding the
principle of the so-called "Delaney Resolution" providing for
protecti ve measures for present and prospeotive uses of water in the
Colorado River Basin. Said motion was unanimously passed.

It was then moved by Judge O'Rourke and seoonded by Mr. Foster
that the engineering department of the Board be authorized to oheck
on the la.nd olassification studies of the Recl8m.ation Burea.u for use of the
members of the Board and the Gove:mdrs' COlDlIlittee of -the Four Upper
Basin States. After discussion, suoh motion was duly passed and adopted.

On motion of Mr. Alp mall, the meeting adjourned subjeot to the
oall of the Governor. as Chairman of the Board.
