<br />Colorado Water Conservation Board (CWCB) <br />and the Division of Water Resources (State Engineer) <br /> <br />THREE NEW MEMBERS APPOINTED TO W ATER CONSERVATION BOARD: Governor Bill <br />Owens has appointed three new members to the Colorado Water Conservation Board: Lewis H. Entz of <br />Hooper, Harold E. Miskel of Colorado Springs, and Donald W. Schwindt of Cortez. <br /> <br />Lewis Entz, a Republican, will represent the Rio Grande drainage basin. Entz owns Entz Farms and is a <br />member of the Western Legislative Conference Water Policy Committee. He served as chairman of the <br />San Luis Valley Board of County Commissioners from 1975 to 1982. <br /> <br />Harold Miskel, a Republican, will serve as a representative of the Arkansas drainage basin. Miskel is the <br />marketing and communications director for Colorado Springs Utilities. He served on the Governor's <br />Policy Advisory Commission on the Colorado River from 1992 to 1998, and as the Colorado director for <br />the National Water Resources Association from 1990 to 1.996. <br /> <br />Donald Schwindt, a Democrat, will represent the San Miguel-Dolores-San Juan drainage basins. <br />Schwindt is self employed and works in the production and agriculture business.
