,

ATTACHMENT 7

.-

FPR 98-478
Flood Insurance Study, Arapahoe County, Colorado and Incorporated Areas,
April 17, 1989 (City of Englewood portion only)

KEY ISSUES:
. The 1989 FIS contains approximate and detailed floodplain information for streams within the
City of Englewood, as well as for streams in other portions of Arapahoe County.

. The 1989 FIS included floodplain information previously included in the 1979 FIS for the City
of Englewood. The information in the 1979 FrS for Little Dry Creek and Big Dry Creek was
derived from a 1974 Urban Drainage & Flood Control District Major Drainageway Planning
study for Little Dry Creek and a 1975 Urban Drainage & Flood Control District Major
Drainageway Planning study for Big Dry Creek, both previously designated by the CWCB.

. The floodplain information for the South Platte River within the City of Englewood was
derived from two sources. Downstream of Oxford Avenue (approximately Y2 mile upstream of
the confluence with Bear Creek) the detailed information came from the 1985 Urban Drainage
& Flood Control District FHAD. Upstream of Oxford Avenue the approximate information
was developed by the U.S. Army Corps of Engineers to reflect the construction of the
Downstream Channellmprovements flood control project.

e

. The CWCB has already designated and approved the portion of the subsequent 1991 revised
FIS for Arapahoe County and Incorporated Municipalities within the City of Englewood by
Resolution No. 348. Resolution No. 348 supercedes the 1989 FrS for Little Dry Creek.

. The CWCB has already designated and approved the 1996 Urban Drainage & Flood Control
District FHAD for Big Dry Creek by Resolution No. 97-448. Resolution No. 97-448
supercedes the 1989 FIS (and the 1991 FIS) for Big Dry Creek.

COMMUNITY RESPONSE:
The City of Englewood sent a letter requesting CWCB acknowledgement and rescission of
the 1989 FIS. CWCB staff met with the City' s Floodplain Administrator. The City is
supportive ofthe Board's proposed acknowledgement and rescission ofthe 1989 FIS.

SUMMARY:
The staffrecommends Board approval of the floodplain resolution for the City of Englewood. The
floodplain information contained in the FIS no longer meets the Board's "Floodplain Designation
and Approval Rules". The resolution will acknowledge and then rescind historic floodplain
information for the City of Englewood that has since been superceded, assuring that the city's
floodplain information complies with state statutory requirements.

10

e
