Attached hereto is the latest <br />working document that the group is working from. The Service has requested that the <br />Board not distribute the document as it is a work in progress and is provided to the Board <br />solely for discussion purposes. <br /> <br />Discussion <br /> <br />Since the March 11-12, 1988 Colorado Water Conservation Board meeting the <br />following activities occurred. <br />I. The "legal group" met on April 3rd to further discuss the draft decree for the <br />Recovery Flow water right in case number 95CW296. Subsequently, a <br />second draft of decree was prepared and distributed on April 7, 1998. <br />2. The water user's distributed a revised proposal for Category I and Category 2 <br />RP As and Depletions for discussion at the April 13th meeting in Glenwood <br />Springs. <br />3. Based in large part on the water user's proposal the Service developed a suite <br />of Recovery Actions that could be used in development of the Programmatic <br />Biological Opinion. These were discussed at a May 4th meeting in Dillon. <br />Based on the Services draft, subgroups were formed to work on various <br />portions of the proposal on which there was still not agreement between water <br />user's and the Service. The purpose of the subgroups is not to take positions <br />on the issues but to develop solutions to the problems that can be brought back <br />
